- SOURCES SOUGHT - NOTICE TO INDUSTRY-PROFESSIONAL TEMP ENGINEERING STAFFING SERVICES FOR ANTICIPATED INDIVIDUAL PROJECTS FOR THE INDIAN HEALTH SERVICES (IHS), CALIFORNIA AREA OFFICE (CAO) IN SACRAMENTO, CA. SOURCES SOUGHT ID NUMBER - 75H70322R00004 Professional temporary Engineering Staffing Services for Civil Engineering/Process Controls Engineering/ Healthcare Facilities Engineering/Surveying/Engineering Drafting/ Construction Inspection for the California Area Office (CAO) of Indian Health Services (IHS) located in Sacramento, CA. The timing and duration of the future projects for the temporary staffing needs is unknown at this time but it is estimated we will have a year or two of additional construction projects requiring design/survey/construction support services which the current government staffing needs cannot meet, thus the need for temporary staffing requirements. This is due to the anticpated increase of funding from the federal government for IHS's infrastructure projects within the state of California. Some of these needed temp services may be rendered remotely and some may require on site services � list the geographic areas (California counties) where on site services may be provided but the location can be throughout the state of California, travel will be required on some projects. The Government anticipates to award a contract for these professional engineering temp staffing requirement as professional services in a possible firm-fixed-priced contract with travel being paid as needed in accordance with GSA rates (it is not known at this time whether a purchase order (PO), IDIQ MATOC-multiple firms with task orders for each individual project, IDIQ SATOC-single firm with task orders for each project, it�s still undecided but will be determined upon this market research). These services are needed due to the anticipated increase in engineering and technical services staffing needs for the Indian Health Services (IHS), California Area Office (CAO) in support of our Office of Environmental Health and Engineering (OEHE) branch. This future contract requirement will be awarded as a Base year period of performance with one or two option years, depending of funding availability. A/E Firms are not to respond unless the firm specializes in temp staffing/project driven requirements. The CAO is looking for firms supporting temporary professional staffing requirements, focus on temporary project requirements with each project being different scopes and requirement needing the support of different type of staffing requirements listed below. These staffing requirements requires the following services (individuals may qualify in one or more category depending on qualifications): Civil or environmental engineering Services include planning, design and/or project management of drinking water, municipal wastewater or solid waste infrastructure projects for Native American Tribes in California. Specific assigned tasks may include site investigation, identification and documentation of sanitation deficiencies, preparation of preliminary engineering reports, engineering design of construction projects including hydraulic analysis, preparation of contract documents and technical specifications, oversight of surveying and drafting services, coordination with stakeholders on review of design and contract package, technical assistance with contract management, construction oversight and closeout of contract. Minimum qualifications include Professional Engineer license and a minimum of 8 years of experience in engineering with a focus on water, wastewater and/or solid waste infrastructure. Process controls engineering Services include investigating and designing electrical and/or process controls for drinking water or municipal wastewater infrastructure projects for Native American Tribes in California. Specific assigned tasks may include site investigation, data collection, market research, preparation of reports with recommendations, engineering design of electrical or process controls for drinking water or municipal wastewater systems, preparation technical specifications, coordination with stakeholders on review of deliverables, technical assistance with contract management, and construction oversight for electrical and process control systems. Minimum qualifications include Professional Engineer license and a minimum of 4 years of experience in electrical or process controls design for water or wastewater applications. Healthcare facilities engineering Services include healthcare facilities engineering assistance to clinical healthcare facilities for Native American Tribal Health Organizations in California. Individual must have familiarity with The Joint Commission, AAAHC or CMS standards for healthcare facilities. Specific assigned tasks may include coordination with stakeholders on healthcare facilities construction projects, site investigation of healthcare facilities, preparation of reports identifying deficiencies and recommending solutions, assisting with mock accreditation surveys, preparation of construction contracts for improvements to existing healthcare facilities, review of healthcare facilities construction plans and specifications, and providing direct technical assistance to federal health facilities, Tribal and Urban health organizations when requested. Minimum qualifications include a minimum of 8 years of experience with engineering for healthcare facilities. Shall have knowledge and experience with evaluating and interpreting Facilities Master Plans, Facility Condition Assessment Reports, Real Estate Appraisal Reports and Healthcare Accreditation Reports. Experience with State of California and using Office of Statewide Health Planning and Development (OSHPD) standards also desired. Surveying Services include land surveying for drinking water, municipal wastewater or solid waste infrastructure projects for Native American Tribes in California. Specific assigned tasks may include setting temporary benchmarks, on-site surveying for topographic maps, layout of water, wastewater or solid waste infrastructure, construction staking for sanitation facilities construction projects, legal surveys for easements and rights-of-way, coordination with stakeholders on sharing survey data for engineering drawings, and collecting survey data on installed facilities to assist with creation of as-built drawings. Minimum qualifications include either licensure as a Public Land Surveyor or a minimum of 10 years of experience surveying for public utilities infrastructure projects. Engineering drafting Services include computer aided drafting (CAD) for drinking water, municipal wastewater or solid waste infrastructure projects for Native American Tribes in California. GIS data management services may also be requested if experienced in this field. Specific assigned tasks include preparing site maps, ground profiles and topographic maps using provided survey data, preparing draft and final proposed drawings for sanitation facilities projects using in-house formats and detail drawings, preparing project and composite as-built or record drawings, and coordination with stakeholders on review of drawings. Optional GIS data management services may include importing data from CAD, field collected GIS points, or other sources to create new features with fully-populated attributes in the in-house GIS system. Minimum qualifications include a minimum of 8 years of experience in computer aided drafting with emphasis on layout of water, wastewater or other linear utilities, including plan and profile layouts. Construction inspection Services include inspection of various construction and civil projects for conformance with specifications and regulations for drinking water, municipal wastewater or solid waste infrastructure projects for Native American Tribes in California.� Services may include quality assurance to check line, size, elevation, and location of under and above ground structures; inspect and record amounts of materials used and work performed; prepare necessary reports for progress payments and record of work completed; review plans and specifications of assigned projects; perform and/or coordinate a variety of field tests; observe and monitor contractor work force; and prepare a variety of activity records and reports. Minimum qualifications include a minimum of 5 years of experience in construction inspection with emphasis on civil projects for water, wastewater and/or other utilities. Sources Sought is Market Research. This announcement seeks information from industry and companies, which will be used for preliminary planning purposes on what type of set asides to be used and what type of business are available to perform this requirement for professional services throughout the state of California. No proposals are being requested or accepted with this notice. The information gathered will be used to identify potential sources and if this effort can be competitive or set-aside for small business. This is not a solicitation for proposals and no contract will be awarded from this synopsis. No solicitation, no specifications, and/or drawings are available for this procurement. It is estimated the solicitation will be a requirement and will be posted by end of fiscal year 2022. Potential Set-Aside Possibilities. The Government is interested in all businesses as an Open Market-unrestricted set aside not required. The Government requests interested parties respond to this notice if applicable and provide the following information: Your business status and type listed in the www.sam.gov website as it relates to the identified NAICS code; 541330 Engineering Services (Examples of small business type i.e. service disabled veteran owned small business -SVOSB, woman owned small business-WOSB, HUBZone, certified 8a, economically disadvantage woman owned small business-EDWOSB, Native owned, and large business type). �A/E firms who have the necessary staffing levels to support temporary staffing requirements of the IHS may respond, please note if the needed temporary staffing is not available to support our ad hoc mission requirements please do not respond to this sources sought. Provide information regarding potential teaming arrangements. Any responses involving teaming agreements should delineate between the work that will be accomplished by the prime and the work accomplished by the teaming partners; Provide a sources sought package must describe similar type of temporary engineering staffing services your firm has offered to the Government and commercial customers in the past three years. The package shall not exceed three (3) pages on 8x10 front and back. Please provide description(s) of recent and relevant work experience as described above, recent is defined as within the past three years. Please address the following in the sources sought package: Specific Engineering staffing services specific to the needed areas listed above (all or partial requirements of the categories can be included) and the date(s) services were provided; any detailed description of specific project work performed is required; Type of services provided, i.e., commercial, private, municipal; institutional.; Type of contract, i.e., Cost, Firm Fixed Priced, Time and Materials; NAICS Code on contract; IAW with FAR 52.219-14(c)(1), Limitation on Sub-Contracting Services, ""At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. PLEASE NOTE: we are not looking for A/E firms at this time, unless the firm is for temporary staffing requirements driven by each individual project. It is understood we could go to an A/E firm for some of these future projects but we would like a contract for these staffing services separately and individually from a contract with A/E firm unless it�s an A/E firm specializing in temporary staffing. Prior Government contract work is not required for submitting a response under this Sources Sought. This notice is for market research purposes only.
