We are requesting inputs in two parts: PART 1 consists of inclusion of a Berm Removal and Cultural Asset Survey (CAS) to be accomplished prior to construction; and PART 2 is for the construction of Theater Corrosion Control Prep Hangar. PART 2 specific market research will be accomplished at a future date dependent on responses received. This announcement is PART 1 and represents a market survey that is intended for planning purposes only. The purpose of this notice is to identify sources capable of performing this project and receive responses from those interested firms to assist the Government's acquisition planning. This survey does not constitute a commitment by the Government for any follow-on announcements, solicitation, or award. This notice is NOT a solicitation. The Government will not pay for any information provided as a result of this market survey. This market survey is intended for local sources only. Local sources are those sources physically located and licensed to conduct business in Japan. Firms interested and capable of performing this work are highly encouraged to submit a response (submission requirements are located within this notice). -------------------------------------------------------------------------------------------------------------------- PART 1 Project Description: The Contractor shall provide partial berm removal and a CAS to prepare site for construction of a Theater Corrosion Control Prep Hangar on Kadena AB, Okinawa, Japan. Following partial removal of the berm and completion of temporary shoring, the Contractor shall provide all coordination and excavation services for 16 archaeological test pits within the project area. CAS survey area will be confined to the ground under the section of the berm that will be removed. The contractor shall place 3,000 m2 of temporary shoring in to conduct the CAS survey in approximately 12,000 m2 of survey area. The total volume of berm excavation work is estimated at 48,000 m3. The contractor will be required to space 16 test pits out within the survey area at roughly 30m intervals; the dimensions and depth will vary depending on site conditions. Additional pits may be required in response to survey findings. Test pit locations will be determined by the Contracting Officer (KO) and field adjusted by the Contractors archeologist in close coordination with the local Board of Education (BOE) archaeologist. During excavation, the Contractors archeologist shall direct the excavation in coordination with the BOE archeologist. The local BOE has jurisdiction over the archeological resources on base. The requirements for any data recovery may vary and will also require coordination with the BOE through the KO. As such, the Government plans to have Data Recovery as an option line item for performance. Following completion of the archaeological test pits, data recovery (if necessary), and site restoration, the Contractor shall proceed with construction of the permanent retaining wall. PART 1 Reference Documents: Approximate CAS and Data Recovery Location. Extracted Draft Drawings Relevant to CAS & Data Recover. Estimated Period of Performance: Approximately 5 months for Berm Removal, CAS, and any data recovery efforts. (Total construction of Aircraft Corrosion Control Prep Hangar is estimated at 60 months). The Government is planning for award during FY 2023. Proposed Procurement Method: The Government anticipates the issuance of a Request for Proposal (RFP) solicitation. REQUESTED INFORMATION Interested firms are requested to submit the following information via e-mail to Mr. Jack Letscher, Contracting Officer, at Jack.T.Letscher.civ@usace.army.mil and Ms. H. Christine Allen, Contract Specialist, at Heather.C.Allen.civ@usace.army.mil nolater than 2:00 PM, 11 March 2022, Japan Standard Time (JST). *Please find a word document 'W912HV-22-Z-0011 Sources Sought_Questionnaire' attached for providing your responses. 1. Name of your company, address, phone number, email address, point of contact (POC) name, DUNS Number, and CAGE Code. 2. Your thoughts to the questions below related the project description, draft plans, and specifications. a.) Based on the scope of work, do you have any concerns with adding the partial berm removal, Cultural Asset Survey (CAS), and possible data recovery effort to the hanger construction contract? Please identify potential risk factors and any issues to address. b.) If the CAS and possible data recovery is included in the hangar construction scope of work, would your company participate in this solicitation? 3. If the partial berm removal and CAS study are combined with the hangar construction: would it be reasonable if the government develops a phased plan to address completion of 1.) excavation/shoring work, 2.) completion of CAS/any data recovery, 3.) construct retaining wall, 4) complete hangar construction? Please identify any concerns. a.) Addressing the order of work performed, does it make more sense to complete the CAS/data recovery before or after the establishment of the exclusion zone? b.) The government may consider having the partial berm removal and CAS/data recovery portion of the work as a separate contract from the hangar construction. Is this option more appealing? If there are two contracts, what risk factors and concerns might this cause for awardees working on the same site? c.) Under the two-contract scenario in b.), would adding construction of the retaining wall to the CAS/data recovery contract pose any additional risk factors or concerns? 4. Are there any other comments or suggestions that you may have for this project? -------------------------------------------------------------------------------------------------------------------- IMPORTANT: The following background information pertains to PART 2 for the construction of Theater Corrosion Control Prep Hangar and is provided for reference.
