- The Army Contracting Command-Aberdeen Proving Ground (ACC-APG), Tenant Division, located at Aberdeen Proving Ground, Maryland is issuing this sources sought announcement as a means of conducting market research to determine the availability of Currently Certified Small Business Concerns under the Historically Underutilized Business Zones (HUBZone) program having an interest in and the resources to support the requirement for a Field Support Management Services Application. BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR CURRENTLY CERTIFIED SMALL BUSINESSES UNDER THE HISTORICALLY UNDERUTILIZED BUSINESS ZONES (HUBZONE) PROGRAM. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. RESPONSES WILL NOT BE RETURNED TO THE RESPONDER. NOT RESPONDING TO THIS NOTICE DOES NOT PRECLUDE PARTICIPATION IN ANY FUTURE REQUEST FOR PROPOSAL (RFP), IF ANY ISSUED. IF A SOLICITATION IS RELEASED, IT WILL BE SYNOPSIZED ON THE GOVERNMENT-WIDE POINT OF ENTRY (GPE). IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMATION PERTAINING TO THIS REQUIREMENT. REQUIRED CAPABILITIES The Government requires the capability to effectively maintain, manage, and manipulate CECOM�s field support data. The effort includes, but is not limited to, personnel planning data, field support requirements data, organizational data, hardware/software data, and funding data.� The envisioned final product is a Commercial Off-The-Shelf (COTS) product which includes modules for each of these main areas of data with business process driven workflows for collecting data from users, dashboard capabilities to view data at multiple levels of management, and built-in Admin functionality to control roles & permissions within the tool. This is not a new effort, this is designed to replace an aging legacy system that the Army soon needs to replace, preferably with a COTS product in order to save the Government development costs.� The Government is seeking information on COTS product(s) that can satisfy the needs of the CECOM field support community. ADDITIONAL INFORMATION AND SUBMISSION DETAILS� Please refer to the attached document for specific requirement specifications.� All interested currently Certified Small Business Concerns under the Historically Underutilized Business Zones (HUBZone) program that can provide a Field Management Services Application are invited to provide� information to show their current capability and/ or competence to supply the same or similar services and products. At a minimum, information submitted should include but is not limited to the following types of documentation: Rough Order of Magnitude (ROM) of total price/cost, implementation timeline and strategy recommendation, questionnaire, SOO, information on previous government and commercial contracts, data rights, computer systems requirements, etc. In your response, please include your company name, CAGE code, and a technical point of contact with email address and telephone number. The deadline for response to this request no later than 1:00pm, Eastern Standard Time, 19 April 2022. All responses under this Sources Sought Notice must be emailed to Birgit M. Provide Contract Number, Point of Contact (POC), e-mail address, phone number, and a brief description of your direct support of the effort. 3.����������� Describe your proposed solution for the required capability (COTS, modified COTS, new development) be sure to address as appropriate: application hosting, development, modification, security access (i.e. CAC, encryption, and Certificate of Net worthiness), etc. that may be applicable to the proposed solution. 4.����������� Discuss your company's capability in meeting US Government delivery requirements for this specific product. 5.����������� Please describe your ability to meet the proposed full capability within the PWS timeframe of 6 months. 6. ���������� If providing a COTS product as a reseller/distributor provide verification that you are an authorized reseller for the proposed product. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be safeguarded in accordance with applicable Government regulations. �The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information of the submission of the contractor�s information. The Government is not committed nor obligated to pay for the information provided, and no basis for claims against the Government shall arise as a result of a response to this Sources Sought.
