Description

The Consumer Product Safety Commission (CPSC) announces its intention to negotiate and issue a sole source award to Bloomy Controls, Inc. 68 Nutmeg Road S, South Windsor, CT 06074 for onsite yearly maintenance and software support of the existing BMS Validation Test System. BMS Validation Test System that was procured through a competitive bidding process. A part of the previous procurement Bloomy coded and modified previous COTS software for CPSC�s specific needs and use. As the developer of this modified code, they are uniquely qualified to troubleshoot and update the coding as our needs change. They are also uniquely able to provide training of the system, hardware improvements and any recommended software upgrades. To continue use and access, maintenance and software support must be purchased from Bloomy Controls, Inc. Bloomy is the only source that can provide the proprietary software and hardware specific for coding and configuration of our existing test system. The award would be for a base period of one (1) year and two (2) twelve-month option periods, if exercised each year, will run sequentially. Bloomy Controls, Inc. is the manufacturer and installer of the existing CPSC BMS Validation Test System software and is the only vendor that can provide service, support and updates of this product therefore this requires a sole source purchase. CPSC intends to negotiate this requirement under the authority of FAR 6.302-1 and 41 U.S.C. 253(c)1. The sole source procurement will be awarded as a simplified acquisition in accordance with FAR Subpart 12 & FAR Subpart 13 procedures.� Interested persons may identify their interest and submit a capability statement demonstrating their ability to meet this requirement.� This notice of intent is not a request for competitive quotations; however, all quotations/responses received within seven (7) business days of the issuance of this notice will be considered by the government.� A determination by the government not to compete this proposed procurement based upon responses to this notice is solely within the discretion of the Government.� Any quotation/response must be in writing and can be sent via email to the Contract Specialist at lglasgow@cpsc.gov by 5pm Eastern Time April 20, 2022. No phone calls will be accepted.�
