- DESCRIPTION: Background: The Horsetooth Stewardship IRSC shall be awarded under the following authority: Stewardship Authority: Section 604 (16 USC 6591c) of Public Law 108-148 as amended by Section 8205 of Public Law 113-79, the Agricultural Act of 2014�Grants the U.S. Forest Service (Government) permanent authority to enter into stewardship contracts or agreements to achieve land management goals for the National Forests or public lands that meet local and rural community needs. Section 8205 supersedes the temporary authority granted to the Forest Service (Government) in section 347 of Public Law 105-277, the Omnibus Consolidated and Emergency Appropriations Act, 1999. NAICS: 115310: Support Services for Forestry, size standard: 20.5M Fuels Management Services. Stewardship authorities permit the Government to solicit this requirement as Full and Open competition. Project Location: The project is located on the Dolores Ranger District of the San Juan National Forest. It is located throughout the Lone Pine EA area, approximately 12 miles east of Cahone, Colorado in the Narraguinnep Canyon area. Legal description is: Units are in: Sections 3, 9, and 10 of Township 39 North, Range 16 West; Sections 13, 22, 23 and 26 of Township 40 North, Range 16 West, Dolores County, Colorado. New Mexico Principal Meridian. Units are in: Sections 19-22 & 28-29, Township 41 North, Range 16 West; Dolores County, CO. New Mexico Principal Meridian. Units are in: Sections 17, 18, 19, & 20, Township 40 North, Range 16 West; Dolores County, CO. New Mexico Principal Meridian. Units are in: Sections 10, 11, 12, 13, 14, and 15 of Township 41 North, Range 17 West, Dolores County, CO. New Mexico Principal Meridian. Period of Performance:� All work shall be completed by October 31, 2025. Description of Work: The Horsetooth Stewardship IRSC land management objectives include:� increase forest resiliency, increase age class diversity, promote recovery of forest vegetation, reduct the risk of high severity wildfires and provide wood products for both commercial an non-commercial uses. Mandatory and Optional Work Activities for this project are as follows: Mandatory: Cut and Remove Included Timber (372.5 Acres) Slash Treatment (216 Acres) Decked Wood Areas (156.5 Acres) � � � 4a-4c.� Road Maintenance- Pre/During/Post-Haul (10.2 miles) � � � 5. Cut, skid, deck and slash designated trees (70 Acres) Optional:� � � �6. �Cut, skid, deck and slash designated trees (142 Acres) � � �7.� Skid and Decs (121.5 Acres) � � �8.� Plantation- Cut, Skid, deck and slash designated trees (68 Acres) � � �9.� Plantation thinning, slash and piling (106Acres) Estimated Timber is as follows: Ponderosa Pine Sawtimber��������� �� 1,551 CCF Ponderosa Pine Non Sawtimber����� 23 CCF Send questions or interest to Kyle Personett at kyle.personett@usda.gov. Follow this notice for future notifications. It is anticipated that the Request for Quotes with all attachments shall be issued on or around May 2, 2022. The contract shall be awarded using a best value source selection method; the resulting contract shall be a firm fixed price commercial services contract. The Awardee shall furnish all labor, materials, equipment, supervision, tools, transportation, operating supplies, and incidentals necessary to perform the work in accordance with the specifications and provisions and clauses of the contract. Bid Bonds, Payment Bonds, and Performance Bonds are not required for this project. All Contractors must be actively registered in the System for Award Management (SAM) at�https://www.sam.gov/SAM/�to be eligible for award under this solicitation. If not actively registered by time of proposal evaluations, you will be found non-responsive. Registration in SAM is a free service � you do not need to pay to register in this system. If your registration is not active, you will not be considered for award. The Contracting Officer for this project is Ingrid Anderson with the National Stewardship Contracting Branch and is physically located in Oregon.
