Description
The National Park Service, Lake Mead National Recreation Area, has a requirement to supply and replacement of 103 backflow preventers at 6 park locations. The requirement is for 16 backflow preventors at Echo Bay, NV, 15 backflow devices at Callville Bay, NV, 15 backflow devices at Las Vegas Bay, 20 backflow devices at Cottonwood Cove, NV, 17 backflow devices at Temple Bar, AZ, and 20 backflow devices at Willow Beach, AZ. The Contractor shall provide all supervision, labor, materials and equipment necessary to complete the work as identified in the project specifications and associated documents provided as attachments to the solicitation. The work of this contract consists of supervision, labor, tools, equipment, appropriate credentials and licensure necessary to replace 103 backflow preventers. Work includes associated mechanical joints needed, parts, new piping, gaskets, fittings, thrust blocking, delineation, flagging, traffic control, backfill and labor where needed to provide a functioning water distribution system that satisfies the needs of the NPS unit as determined by NPS personnel. New backflows must be NSF 60 & 61 compliant for use with drinking water. New devices must be approved for outdoor use in extreme climate conditions. Site work is anticipated to begin on or about June 15, 2022 and shall be completed no later than 180 days after contract award. The North American Industry Classification System (NAICS) Code for this requirement is 221310, with a corresponding size standard of $30.0 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall not be considered. The Request for Proposal (RFP) will be available on or around Tuesday, April 19, 2022 by electronic means only and can be downloaded along with all related attachments from the Sam website at http://www.sam.gov. The RFP will close 21 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP. An organized Site Visit is anticipated and the date and time released with the solicitation. The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price.
