- COMBINED SYNOPSIS/SOLICITATION The National Oceanic and Atmospheric Administration (NOAA), Office of Marine and Aviation Operations/Marine Operations Center the NOAA Ship Ferdinand R Hassler requires scaffolding around both x-band and s-band radar antenna masts, in order to facilitate radar maintenance. The ship also requires scaffolding under the lower starboard main-mast yardarm, in order to facilitate repairs. (II)������ This solicitation is issued as a request for quotation (RFQ).� Submit written quotes on RFQ Number NM-AN2120-22-00933. (III)����� The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-04. (IV)����� This solicitation is being issued as a Total Small Business Set-Aside. The associated NAICS code is 336611.� The small business size standard is 1,250 Employees.� (V)������ This specification contains requirements for providing crane and rigging, as well as scaffolding support. 2.0 REFERENCES: 2.1 DWG FA02 � General Arrangement 2.2 DWG FH22 � Mast Details 2.3 DWG FC61 � Paint Schedule 3.0 GOVERNMENT FURNISHED MATERIAL: 3.1 None 4.0 REQUIREMENTS: 4.1 Crane: Provide the services of a minimum 1-ton crane, crane operator, rigging gear and Rigger for up to three (3) ten-hour working days within the period of perfomance. 4.1.1 Precise dates for crane & rigging services within the period of performance shall be coordinated with the COR/Port Engineer. 4.1.2 Crane will need to be able to reach approx. 25 vertical feet and 65 feet horizontally off the pier. 4.2 Scaffolding: Provide scaffolding around the S-Band and X-Band antennas, so as to facilitate removal of the antennas. Will require approximately two tiers of scaffolding for the starboard radar (approximately 10 feet high)and one tier for the port radar (approximately 6 feet high). Provide scaffolding to allow access to the lower starboard yardarm, in order to facilitate welding repairs. Yardarm access will require approximately two tiers of scaffolding (approximately 10 feet high). 4.2.1 Scaffolding shall be erected on April 26th, 2022. 4.2.1.1 Contractor shall protect all surrounding structure and equipment from damage during assembly and throughout final disassembly and removal of scaffolding. 4.2.1.2 Confirm ship arrival time with Port Engineer. 4.2.2 Scaffolding shall not be removed without prior written permission from the COR. For bidding purposes assume six days. 4.3 Remove three broken threadolets from the starboard lower yardarm and replace in kind, utilizing . . approved ABS welding methods. Spacing shall accommodate installation of the loud hailer bracket. 4.3.1 Loud hailer and bracket are on board and available for inspection & use. 4.3.1.1 For bidding purposes, assume 1/2� NPT for hardware selection. Size to suite application. 4.3.2 The mast is aluminum and welding should be planned as such. 4.3.3 Provide three sets of 304 stainless steel studs, washers and nuts to be utilized with new threadolets. 4.3.4 Apply paint system to affected area in accordance with 2.3 or equivalent. Reference Statement of Work for photos of work area. (VII)��� Date(s) and place(s) of delivery and acceptance. FOB Destination 4.4 The Period of performance shall be from 26 April 2022 through 1 May 2022. Location of performance is at NOAA Pier � 151 Watts Ave, Pascagoula, MS 39567. 5.0 QUALITY ASSURANCE: 5.1 Perform a visual weld inspection with the COR post-welding. 5.2 Perform a visual inspection of paint system between each coat with the COR or the ship�s Chief Boatswain. 1.
