- Optical Material and Optical Science for Research & Development Support THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. �This RFI is issued solely for information and planning purposes � it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. �This request for information does not commit the Government to contract for any supply or service whatsoever. �Further, the U.S. Naval Research Laboratory (NRL) is not at this time seeking proposals and will not accept unsolicited proposals. �Contractor�s are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party�s expense. �Not responding to this RFI does not preclude participation in any future RFP, if any is issued. �If a solicitation is released, it will be synopsized on Seaport-e, General Services Administrative (GSA) e-Buy Procurement website and/or SAM.gov. �It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. OBJECTIVE: The NRL is searching for potential qualified and interested sources capable of performing the requirements set forth in the attached Draft Statement of Work (SOW) entitled �Development of Optical Material and Science (DOMS)� and to determine set-aside possibilities for qualified small businesses, veteran-owned small businesses, service-disabled veteran-owned small businesses, HUBZone small businesses, small disadvantaged businesses, and women-owned small businesses. �These sources will supports the Optical Materials and Devices Branch located in Washington DC. BACKGROUND: The Optical Materials and Devices Branch, NRL Code 5620, is responsible for directing all research and development activities pertaining to infrared (IR) materials; IR fiber optics; high power fiber lasers; transparent ceramics for armor, missile domes and laser windows; ceramic laser gain materials for high energy lasers; fiber-optic based chemical sensors; optically transparent and conducting thin films; and optics for next generation imaging systems. �The Branch collaborates and cooperates with scientists from the academic community and other U.S. and foreign laboratories across the globe. LOCATION OF WORK TO BE PERFORMED: The primary place of performance is the Naval Research Laboratory � Washington D.C. NOTE: �Contractor shall provide the labor to meet the requirements detailed in the Draft SOW, Personnel Qualifications and Anticipated Distribution of Labor. TYPE OF CONTRACT: Award is anticipated to be a Cost Plus Fixed Fee Contract. NOTE: Contractor will submit monthly invoice/bill for actual hours worked by the approved labor mix identified in the Contractor's invoice. �The Contractor will be paid only for actual hours worked. PERIOD OF PERFORMANCE (POP): Five (5) year POP; to include one twelve (12) month base period, plus four (4) 12-month option periods as shown below. ����� Base Period:��������������������� 11 Mar 2023 � 10 Mar 2024 ����� Option Period One: ��������� 11 Mar 2024 � 10 Mar 2025 ����� Option Period Two: �������� 11 Mar 2025 � 10 Mar 2026 ����� Option Period Three: ������ 11 Mar 2026 � 10 Mar 2027 ����� Option Period Four: �������� 11 Mar 2027 � 10 Mar 2028 RESOURCES: To aid industry in evaluating their ability to perform the requirement, the following documents are attached: a.) Cover Sheet � RFI number, company name and address, socio-economic status, NAICS code, DUNS number, Cage code, technical point of contact, printed name, title and email address and date.� (Not included in the total page count) 2.Indicate if you are Federal Multiple Award Contract (MAC) or Seaport-e MAC Holder 3)�������� Capabilities statement and relevant experience in the task areas listed in the Draft SOW, Personnel Qualifications and Anticipated Distribution of Labor. �This section should not exceed 5 pages, single-spaced, 12 point font, including charts, graphs, or other illustrations.� 4)�������� The RFI will be evaluated solely for market research purposes. �Consequently, the Government is primarily interested in Qualified Sources (Prime Contractors) providing specific technical details indicating how that source can meet the Government's needs. 5)�������� Business Type: Small Business Concerns, Historically Underutilized Business Zone (HUBZone) Concerns, Service-Disabled Veteran-Owned Small Business (SDVOSB) Concerns, Small Disadvantaged Business (SDB) Concerns, Women-Owned Small Business (WOSB) Concerns and Veteran-Owned Small Business (VOSB) Concerns are all highly encouraged to respond to this RFI. 6)�������� Please specify if subcontracting possibilities exist and/or if all tasks can be performed in house.� If no subcontracting opportunities exist, please explain why. 7)�������� NRL will consider any comments regarding the Draft SOW, Personnel Qualifications and Anticipated Distribution of Labor to provide clarification for final draft of the documents. PAST PERFORMANCE INFORMATION: Please provide in the response a list of Navy, DoD, and Federal contracts and task orders supported during the past 36 months with a brief description of the supply or service provided per each contract or task order. �Only list contracts or task orders for services similar to that required under the attached Draft SOW, Personnel Qualification and Anticipated Distribution of Labor. ASSUMPTIONS: Please provide a list of assumptions, if any, which were considered in formulating the response. SUBMISSION OF INFORMATION: All information and data received in response to this RFI, if marked or designated as corporate or proprietary information, will be protected and handled as such. �Interested parties are responsible for adequately marking proprietary or competition-sensitive information contained in their response. Responses must be Microsoft Word for Office compatible format are due no later than 11 May 2022, 5:00pm CST. �Responses shall be submitted via e-mail only to Erica Turner at erica.turner@nrlssc.navy.mil. �Any response received after this date will also be considered, but may not be included in initial reporting or assessments. �Oral communications are not acceptable in response to this notice. �Proprietary information, if any, MUST BE CLEARLY MARKED. �To aid the Government, please segregate proprietary information. �Please be advised that all submissions become Government property and will not be returned.� Information received in response to this RFI shall be safeguarded adequately from unauthorized disclosure in accordance with FAR 15.207.
