- ADVANCED NOTICE AND SOURCES SOUGHT Medical Coding Training Support (CONUS & OCONUS) THIS SOURCES SOUGHT IS NOT A REQUEST FOR PROPOSAL Purpose: The General Services Administration (GSA) Assisted Acquisition Service (AAS) Region 7 is providing advanced notice of an upcoming opportunity to provide world-class healthcare for our beneficiaries anywhere, anytime. Medical coding provides value to the patient and supports Defense Health Agency (DHA) mission by playing an integral role in workload, reimbursement, provider currency, decision support, population health, disability services, and more. The purpose of this notice is Multi-faceted: to provide advanced notice of this requirement to the vendor community in order to better support vendor planning and prioritization efforts through early engagement; to enable any and all capable vendors to submit to the GSA their expressions of affirmative interest in supporting this requirement, which supports: a more robust competitive solicitation process; selection of the most appropriate contractual vehicle; selection of the most appropriate and effective evaluation methodology; and to enable the vendor community to understand GSA AAS Region 7�s processes so as to promote greater transparency into upcoming projects, methodologies, and processes. The DHA has a requirement to acquire high quality, professional medical coding training services to support all military treatment facilities (MTFs) to consist of performance of clinical documentation improvement, and medical coding education and training activities and functions. GSA AAS provides custom acquisition, project, and financial management support services to federal agencies, including the DHA. GSA AAS is conducting this acquisition on behalf of the DHA, supporting the full acquisition lifecycle in support of the DHA�s core mission activities. Anticipated Scope: The scope of this work will be to provide analysis and identifying medical coding and documentation performance gaps due to knowledge or skills; researching target audience and topic; designing and developing training plan, content, and presentation; delivering training via chosen method of communication; and evaluating and reporting on effectiveness of training. Training audiences will include medical providers, clinical staff, other medical coding professionals, and varying levels of DHA leadership. The primary area of support is medical coding training with eight (8) specific tasks: Task 1: �Performs initial and annual analysis of ICD, E&M, CPT, and modifier coding performance of assigned MTFs, by MTF, specialty, and individual providers utilizing 1) DHA Audit Cell results, 2) feedback from Medical Coders assigned to the MTF, 3) feedback from DHA Coding Compliance Specialists, 4) feedback from the DHA MCPO, 5) Specialty/individual provider concerns, and 6) feedback from MTF leadership, Coding Managers, Uniform Business Office (UBO), and Data Quality (DQ). Develops MTF training plan based on the above analysis IAW provisions of the DHA Coding Manual, collaborating with MTF leadership and Coding Managers in prioritizing training topics. Stays abreast of industry changes to code sets and coding guidance and collaborates with the DHA MCPO in the development and execution of an annual enterprise-wide training plan, integrating MTF specific training plans into the enterprise-wide plan for each assigned MTF. Analyzes changes to coding rules and regulations by utilizing appropriate reference materials, internet sources, seminars, and publications. Research coding issues that arise. Analyzes coding data to identify root causes for errors and issues, identifying opportunities for education to correct identified deficiencies. Analyzes organizational challenges; and develops organizational solutions that have a measurable impact on addressing performance gaps and issues. Task 2: �Effectively designs training, ensuring that training information provided is accurate. Develops objectives, evaluation criteria, and curriculum for training programs IAW the guidance contained in the DHA Coding Manual. Designs training, selecting appropriate communication medium and developing content for topic, goals, objectives, and audience. Creates presentations and other appropriate training material. Designs and leads Clinical Documentation Improvement (CDI) activities. Task 3: �Effectively delivers training, designs training, ensuring that training information provided is consistent and delivered within prescribed protocols. Improves coding specificity by educating physicians, clinicians & other involved parties regarding the necessity of providing complete & clear documentation of the care provided. Teaches physicians the value of improved documentation and demonstrates key metrics for determining the progress of Clinical Documentation Improvement (CDI). Advises providers on ways to strengthen clinical documentation skills. Coordinates and provides continued ICD-10, CPT, HCPCS and Modifier training for Medical Coders. Task 4: �Documents training plans, delivery, assessments, and evaluation for DHA knowledge management in coding. Provides timely reports on coding training activities and progress made in training plans IAW DHA MCPO polices, rules, and standards. Provides updates to more senior staff to identify areas that need attention. Task 5: �Acts as a reliable source of reference to medical staff having questions, issues, or concerns related to coding. Responds to coder or provider questions and provides examples of appropriate coding and documentation reference(s) to provide clarity and understanding. Based on contacts from the medical staff identifies training opportunities and works with coding training personnel to focus on consistency and clarity of coding advice provided. Holds regular meetings with other coding staff at assigned MTFs to communicate and discuss new findings. Regularly communicates with DHA MCPO and other trainers to discuss training concerns, ideas, issues, and topics. Task 6: �Assists the DHA MCPO in developing an annual coding training plan in collaboration with the DHA MCPO. Stays abreast of changes in Federal laws, Department of Health and Human Services Office of Inspector General (HHS-OIG), DoD, and DHA regulations, and commercial policies involving or affecting compliance. Collaborates with DHA MTF leadership and clinical staffs in identifying and resolving compliance issues. Task 7: �May be required in contingency situations to correct specific write-back errors caused by coding errors. The entry and transmittal of patient and coding data through different Government computer systems will sometimes be flagged for errors (known as �write-back errors�). Write-back errors are corrected by the MTF staff or coders and tracked through corrective action. Write-back errors generated by a patient administration error (for example, incorrect or missing demographic information) is corrected by the MTF Patient Administration section. Coding errors require review and correction by a certified medical coder. Task 8:� May perform focused audit activities in order to identify root causes for errors and issues, identifying opportunities for education to correct identified deficiencies, or may be directed to perform focused audits by the DHA MCPO, IAW provisions of the DHA Coding Manual. � Anticipated Work locations: This effort is anticipated to require support within the following geographical locations and other sites as directed by the Government: # of Positions Labor Category Location 35 Medical Coding Trainer DHA, Lackland AFB, TX 96th Medical Group (MDG), Eglin AFB, FL 673rd MDG, Elmendorf AFB, AK 45th MDG, Patrick AFB, FL 81st MDG, Keesler AFB, MS 59th Medical Wing (MDW), Lackland AFB, TX 633rd MDG, Langley AFB, VA 99th MDG, Nellis AFB, NV DHA, San Antonio, TX 60 MDG, Travis AFB, CA 88th MDG, Wright-Patterson AFB, OH 779th MDG, Andrews AFB, MD 10th MDG, U.S. Air Force Academy, Colorado Springs, CO 72nd MDG, Tinker AFB, OK 15th MDG, Hickam AFB, HI 56th MDG, Luke AFB, AZ 55th MDG, Offutt AFB, NE 78th MDG, Robins AFB, GA 6th MDG, MacDill, AFB, FL Anticipated Magnitude: GSA anticipates an increase in scope from the current awarded contract since all DHA MTFs (Across DoD) maybe included in this requirement. The below is an estimate which will be further defined at solicitation. The magnitude of this work, based upon contractual history extrapolated into the future is anticipated to be: $5M - $8M per year (Estimated based on potential scope increase) 19 Full Time Equivalent (FTE) per year (one (1) lead medical coding trainer and 18 medical coding trainers. Additional FTEs may be ordered in option years, subject to funding authorization and availability Anticipated Period of Performance (PoP): The anticipated PoP of this requirement is: 04/01/2023 � 03/31/2024 (Base) 04/01/2024 � 03/31/2025 (Option 1) 04/01/2025 � 03/31/2026 (Option 2) 04/01/2027 � 03/31/2028 (Option 3) 04/01/2028 � 03/31/2029 (Option 4) Anticipated Evaluation Methodology:� TBD History: This project was initially awarded against the OASIS Pool 2 Unrestricted contract to Engility Services, LLC, currently novated to the Science Applications International Corporation (SAIC) via contract GS00Q14OADU205, task order (TO) � GSQ0717BG0079. The period of this TO is from October 1, 2017, thru September 30, 2022. GSA anticipates exercising the six (6) month extension of services clause and/or awarding a bridge TO in order to provide unbroken support for this work during GSA AAS Region 7�s period of market research, solicitation and award. Generalized marketing materials or responses that do not address the specific items described above, or which do not bear the email title described above, will not be considered in the market research phase of this acquisition. iFollow-On Actions: Based upon responses received in response to this notice, GSA AAS Region 7 intends to hold a pre-solicitation conference in late Q3 or early Q4 of 2022 for the purposes of more precisely discussing the scope, selected follow-on contractual vehicle selection and competitive nature of the proposed solicitation, evaluation methodology and best-value selection process, anticipated milestone dates, and vendor Question and Answer (Q&A).� Note that at this time, GSA AAS Region 7 is not requesting vendors to provide questions, but only to supply an expression of interest in the format requested above. Vendors are responsible for properly marking and clearly identifying proprietary information or trade secrets contained within their response.
