Sources Sought Notice TITLE: CONSTRUCT GATE COMPLEX ROBERT B. MILLER ROAD CATEGORY: Y Construction of Structures/Facilities THIS IS A SOURCES SOUGHT NOTICE ONLY. This is NOT a Request for Proposal or Invitation for Bid; this is for Market Research purposes only. All interested parties should respond. The Georgia Air National Guard Contracting Office intends to issue a solicitation and award a contract to �Construct Gate Complex on Robert B. Miller Road� at the Georgia Air National Guard Base, Savannah-Hilton Head IAP, Georgia. This Sources Sought notice is to determine if there are an adequate number of qualified, interested businesses capable of responding to this requirement. The scope of this project includes the redevelopment of an existing military installation alternate entry control point into a permanent primary installation entry control point. Consists of construction of approximately 25,587 SY of new asphalt and concrete roads and parking areas, construction of a 1,550 SF covered commercial vehicle inspection area, construction of an approximate 700 SF sentry gatehouse consisting of administrative and operational spaces supporting 24/7 occupied military security forces with mechanical, electrical, fire detection, intrusion detection, telecommunications rooms, and active vehicle barrier arrest systems. The entry control point will support privately owned vehicles, government R-11 fuel transport tankers and general-purpose vehicles, and Class 7 commercial vehicles. The building will be of permanent construction with electrical, mechanical, HVAC, plumbing, fire detection, direct digital control, and utility management systems. Roof construction will be standing seam metal roof. Site clearing within the footprint of the new entry control point includes the demolition of an existing facility totaling 124 SF and will need to test for asbestos and lead abatement. Supporting facilities include significant grading and drainage improvements, stormwater retention and flood control, land clearing/grubbing, concrete pavements, asphalt pavements, active vehicle barrier system, passive force protection elements, fencing, general site improvements, and extension of underground utilities to serve project. The magnitude of this project is between $1,000,000 and $5,000,000. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $39,500,000 average annual revenue for the previous five (5) years. In accordance with FAR 19.5, Set-Asides for Small Business, the Government will review the information requested in this announcement to determine the type of set-aside (if any) for this requirement. SUBMISSION REQUIREMENTS: All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 1 March 2022. This notification, which shall not exceed five (5) typewritten pages, must include: (1) positive statement of intent to submit a proposal as a prime contractor, (2) a completed and signed Sources Sought Information Request Form (see attachment to this Sources Sought Notice), and (3) a listing of projects completed during the past five (5) years both for government and private industry, relevant to new building construction. The name/type of project, description, dollar value, contact number, location, and point of contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. IMPORTANT NOTICE: All contractors proposing on Department of Defense solicitations must be registered in the System for Award Management (SAM) database prior to award of the contract. The purpose of this database is to provide basic business information and capabilities to the Government. The SAM website can be accessed at www.sam.gov. You are encouraged to register as soon as possible. All new contracts can only be made to contractors who are registered in SAM, with an active registration. This Sources Sought Notice is one facet in the overall market research conducted by the Government in regard to whether the proposed solicitation will be issued as a competitive set-aside or full and open - unrestricted. Note: This Sources Sought Notice is issued for informational and planning purposes only. Responses will not be returned. The information will be used to conduct market research to identify qualified, experienced, and interested potential sources and commercial practices in support of the government's requirements. Respondents will not be notified of the results of the evaluation. The Government does not intend to award a contract based on responses received under this announcement. Contact with Government personnel, other than those specified in the sources sought, by potential offerors or their employees regarding this requirement is not permitted. This is not a request for proposal. It is not to be construed as a formal solicitation or an obligation on the part of the government to acquire any products, construction, or services. The information requested by this Sources Sought will be used within the Georgia Air National Guard Contracting Office to facilitate decision making and will not be disclosed outside the Federal Government. Any information provided to the government is strictly voluntary and will be provided at no cost to the government. The Government reserves the right to decide whether or not a small business set aside is appropriate based on responses to this notice.
