- SUBJECT Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 Galaxy Rotary Hand Pump; NSN 4320004907424 / Part Number RR34120B (Cage Code: 51663).� The Lockheed Part number is 4H940004-105A. ITEM DESCRIPTION The rotary hand pump is used on the C-5 Galaxy and C-17 aircraft which are military transport aircraft.� The rotary hand pump is a manually operated low pressure hydraulic pump. The pump is used in conjunction with a filler receptacle and a fill selector valve. The pump pushes hydraulic fluid from the filler receptacle to the reservoir. The assembly is used to replenish the reservoir after servicing various components of the aircraft hydraulic system.� It can be used in flight to replenish any hydraulic reservoir on the aircraft. �� IMPEDIMENTS TO COMPETITION The original equipment manufacturer for this item is the Lear Romec Division of Crane Co. (Cage Code: 51663), which maintains its proprietary manufacturing data for these items.� The Government does not own a complete manufacturing data package to release to potential vendors in support of this requirement. Although this item is similar to commercial items, without rights to the data the Government cannot determine if a suitable substitute would perform the original part�s intended function.� This pump is a critical component of the C-5 Hydraulic System. Commercial substitutions would require major mechanical modifications and would compromise the integrity and safety of the entire system. As a result, Crane Co. is the only known source with adequate knowledge of the rotary hand pump performance requirements and possession of the required technical data and capabilities needed to produce these items and ensure compatibility of the equipment.� INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Crane Co. for the production of the rotary hand pumps in support of the C-5 Galaxy aircraft.� Other interested parties may identify their interest and capability to respond to the requirement no later than April 27, 2022 by emailing Janet Butcher (janet.butcher@us.af.mil) and/or Robert Berg (robert.berg.9@us.af.mil). �The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
