- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY - This RFI is issued solely for information and planning purposes - it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. No formal solicitation package is available. All information submitted in response to this announcement is voluntary; the United States Government will not pay for information requested nor will it compensate any respondent for any cost incurred in developing information provided to the United States Government. Interested parties may identify their capability to meet all or portions of the requirements by submitting: A white paper, technical data, qualification and certification test data, logistics documentation and/or past performance data. This data must be provided to this office no later than 3:00 PM Eastern Standard Time on�May 6, 2022. Only responses received by this date will be considered. REQUIREMENTS Description: This is a Request for Information (RFI) for planning purposes, as part of a market survey on potential sources and emerging technologies in support of development of requirements and acquisition strategy for a small form factor Electronic Warfare (EW) payload integrated onto an Unmanned Aerial Platform at low, mid and high altitudes.� A copy of the draft small form factor EW payload requirements will be provided through Department of Defense (DoD) Secure Access File Exchange (SAFE) upon request.� All requests for the draft requirements must be made no later than 22 April 2022. White Paper: The Government requests that interested parties submit white papers that fully describe their system capabilities with respect to the performance levels as stated in the draft requirements in detail.� The White paper should contain: How existing production and Independent Research and Development (IR&D) systems meet the draft requirements? Cost and schedule for procuring 50 production or near production systems. What modifications and changes would be required to meet draft requirements? Cost and schedule of modifying or building a system to meet requirements, and cost of procuring 50 systems. What is the actual/projected EIRP of the system across frequency? What is the actual/projected sensitivity of the system across frequency? Limitations of HW and SW in meeting draft requirements. Suggestions to modify draft requirements. Based on the white paper submission, the Government may elect to conduct a one-on-one discussion based on its analysis of the RFI response, to include the quality of submission and level and scope of the information provided. NOTE THE GOVERNMENT IS UNDER NO OBLIGATION TO CONDUCT DISCUSSIONS OR REQUEST DEMONSTRATIONS, NOR IS IT LIABLE FOR ANY COSTS OR EXPENSES INCURRED IN RESPONDING TO THIS RFI. A copy of the draft small form factor EW payload requirements will be provided though DoD SAFE upon request.� The small form factor EW payload requirements are marked Controlled Unclassified Information (CUI) and are controlled under DISTRIBUTION STATEMENT D.� To obtain a copy of these documents for review purposes, your eligibility will have to be verified by the Government.� At this time, this RFI is only requesting comments back from verified Cleared Defense Contractors with an active Commercial and Government Entity (CAGE) Code and at least a Secret facility Clearance Level (FCL).� The adjudication and response process is as follows: �The interested and cleared company provides the information requested below under �RESPONDING TO THIS RFI�. Security verifies that a valid company clearance exists in the DoD National Industrial Security System (NISS). The technical POC releases a soft copy of the small form factor EW payload requirements to the verified company POC. The company reviews the requirements and submits a white paper by 6 May 2022. Further correspondence, including questions or comments, may be initiated by the Government. RESPONDING TO THIS RFI Any interested party shall submit a white paper in response to the above�capabilities.��The white paper shall be due no later than 3:00 PM Eastern Standard Time on�May 6, 2022.��The response date denoted on�SAM.Gov�shall hold precedence.� Vendors may submit any questions related to this RFI, or the draft requirements, no later�than 22 Apr 2022.�� Response Format RFI responses are limited to thirty (30) pages, including cover and�administrative pages.��All RFI responses shall include the following:� Company name, company address, overnight delivery address (if different�from mailing address), DUNS Number, CAGE code, point of contact, e-mail address,�telephone number, and fax number.�Additionally, please state if your company is foreign owned, either directly or indirectly. Certification of business size (large or small) under NAICS code 541511�""Custom Computer Programming Services"". Also provide socioeconomic�categories if a small business (i.e. large, small disadvantage, veteran-owned,�woman-owned, etc.).� Interested parties are requested to respond to this RFI in Microsoft Word�Office compatible format.��Responses shall be written using a 12 point font size or larger.�� This RFI is for planning purposes and does not constitute a commitment,�implied or otherwise, that a procurement action will be issued. No�entitlement to payment by the Government of direct or indirect cost or�charges will arise as a result of the submission of a company's or�corporation's information.� The Government shall not be liable for or suffer any consequential damage�for any improperly identified proprietary information. Proprietary�information will be safeguarded in accordance with the applicable�Government regulations and requirements.�� The Government does not guarantee that this RFI will result in a Request for�Proposal (RFP) or contract award.
