Request for Information (RFI) for Data Center Infrastructure Management (DCIM) 70Z07922RISD12032 Disclaimer: There is no solicitation at this time. This RFI is not a request for proposals; submission of any information in response to this request is purely voluntary; the Government will not pay for any costs incurred nor is obligated to respond. All submissions become Government property and will not be returned.� After reviewing DCIM responses to this RFI, and if the USCG still plans to proceed with the acquisition, a solicitation announcement may be published on the Contract Opportunities (formerly FedBizOpps) website or distributed to contract holders if a strategically-sourced vehicle is deemed appropriate. It is the responsibility of the interested parties to monitor the Contract Opportunities website. Failure to respond or submit sufficiently detailed information may result in a company not being considered a likely offeror when making a decision on whether or how to set aside a solicitation for restricted competition. Regardless of the information submitted, the Government reserves the right to consider any arrangement as determined appropriate for this requirement. The Coast Guard�s requirement may be refined based on knowledge gained from the RFI submissions. 1. PURPOSE: The United States Coast Guard (USCG) is issuing this request for information (RFI) for market research purposes to identify vendors that offer commercially available data center infrastructure management (DCIM) products and services to replace USCG current DCIM Trellis. The applicable North American Industry Classification System (NAICS) code assigned to this procurement may be 511210. 2. BACKGROUND: The USCG requires a DCIM product capable of performing all data center configuration management processes. The USCG DCIM covers the data floors at Kearnysville, WV and the data floors at the USCG independent processing nodes (IPNs) at Alameda, CA; Alexandria, VA; and Chesapeake, VA.� �3. ANTICIPATED PERIOD OF PERFORMANCE: The period of performance is anticipated to start on or about 1 August 2022 through 31 July 2023 with four (4) one year option. 4. SUBMISSION OF INFORMATION: Review the USCG DCIM requirements (Section 6) below, and if your organization offers a product and services capable of meeting these requirements, please provide the following information: Name of Company, Address, and Unique Entity Identifier (UEI).� Point of Contact, Email, and Phone Number. Website. Business Size applicable to the NAICS Code identified above. Does your company currently have existing government-wide acquisition contracts (GWAC) (e.g. GSA) or other strategically sourced contracts for these types of requirements that the USCG can order off? If yes, please provide contract number, what agency it is with, and agency point of contact information. This will be a firm-fixed-price (FFP) contract. Please identify how the fluctuating number of connections, data points, etc. would affect your pricing in establish FFP options. Confirmation that your company can meet the stated USCG DCIM requirements. If your company cannot meet specific requirements, identify it and explain why not. Pricing models offered by your company. Published pricelists for your product and services. Do you expect to offer a new product or service sometime in the future that might affect this requirement? Provide a list of any proprietary data/components or embedded components associated with the use of your products. Technical documentation, brochures, and product catalogs maybe be submitted as attachments to your response. 5. SUBMISSION INSTRUCTIONS: Interested parties are invited to submit questions to the above by April 15, 2022 at 12:00pm EDT. All responses regarding this RFI must be emailed to Contract Specialist Richard J. Murphy @ Richard.j.murphy@uscg.mil and Contracting Officer Michael A. McFadden @ Michael.a.mcfadden@uscg.mil by April 22 2022 at 12:00pm EDT. All responses shall be submitted in Microsoft Word or PDF. All responses shall be no more than 15 pages in length, inclusive of all text, graphics, tables, etc. 6. USCG DCIM REQUIREMENTS: The USCG DCIM product shall be capable of performing all data center configuration management processes to include recording data of floor mounted devices, racks, rack mounted devices, power connections, data connections; monitoring configuration data; monitoring power and environmental infrastructure; etc.� In addition to the DCIM product, the USCG will require support to migrate from the current DCIM product to the new DCIM product.� A list of DCIM requirements is as follows:� Capability Able to replicate and backup to another server for fail-over and redundancy Ability to create distinct users and groups for application administrative purposes Ability to configure password strength, login attempts, account lockout, account lockout period (based on last login) Application must provide a search function that includes capability of searching user defined/created fields for associated asset information Capability to add additional data fields related to asset identification Application must have a workflow/change management capability Ability to create, add, remove, move, track and archive asset/device information Ability to create, add, remove, move, track and monitor archive power related asset/device information Ability to display all available vendor specific device symbols as images for use in product Ability to create, connect, disconnect, identify available/not available ports and identify cable information and existing connection characteristics Ability to generate, schedule and forward change management process information to specific assigned user(s) Ability to input bulk information using a Microsoft Excel spreadsheet to compile information Ability to track and archive any change management processes to include information regarding user, date, time and device information Ability to identify networking cables by type, color and other specifications Ability to access additional documentation within workflow (ex: test results, connection spreadsheet, etc.) Ability to calculate and visibly present cable usage by distance based on provisioned location prior to installation Ability to display devices that are connected to their corresponding PDU Ability to display devices with all associated network connections Ability to display end-to-end multi-hop connection information Ability to create customized reports Ability to create detailed outage reports showing effected network and/or power devices Ability to produce reports listing owner of device by Business System Training and application resources are readily available and accessible on-line Provide on-site support and team coordination for migration of information Ability to generate report showing graphical representation of racks, elevations, servers, etc. Ability to provide printable reports Ability to create ""What If"" reports to identify what would happen during an incident such as losing power on a PDU or UPS, etc. Ability to calculate the power load at multiple points in the power chain Ability to trend and graph historical data over multiple years Ability to integrate and report SiteScan data Ability to monitor, track and display real time power usage Ability to send email/SMS notifications for alarm events Ability to monitor, track and display real time cooling data Ability to archive monitored information to include open and closed alarms Ability to provide a Dashboard graphical display that is configurable based on the data being collected by the system. Ability to configure alarm thresholds Ability to limit alarm notifications to specific user accounts Ability to remotely access system monitoring for all sites Ability to manage multiple sites through one centralized web page Offers virtual appliance capability option Vendor Assurances Vendor is familiar with and has performed DISA STIG configurations for their product Experience with performing a migration from a previous DCIM product (i.e. Trellis) to the vendor related product Provide documentation on an annual basis confirming review of application for DISA STIG requirements and confirm application still meets DISA STIG requirements Additional Services Ability to separate management of information based on site or floor Vendor provides 24-hour support for application issues Offers maintenance plan that includes phone support, software support and upgrade support 7. Submissions should answer the following: Provide a ROM (Rough Order of Magnitude). Can you meet the stated delivery lead times and provide the service durations listed? Existing technical documentation and brochures are welcome as attachments as well as product catalogs and price lists Do you offer these products commercially? (Is this item under a current GSA Schedule or do you currently have a contract for this product/service with any other Federal Agency such as DOD GWACs, NASA SEWP, ect�?) Do you offer quantity or other discounts to your customers? Do you have a commercial catalog for a related group of products or services? Do you expect to offer a new product or service sometime in the future that might affect this requirement? Provide a list of any proprietary data/components or embedded components for this product or data associated with these items.
