- Special Notice N0016422SNB61 Agency:� Department of the Navy Office:� Naval Sea Systems Command Location:� NSWC Crane Division Classification Code:� AC13; National Defense R&D Services; Department Of Defense - Military; Experimental Development NAICS Code:� 541715 Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotech) Response Due Date:� 3 June 2022 N0016422SNB61 - REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT � Defense-Wide Manufacturing Science and Technology, Other Transaction Agreement (OTA) for Prototyping - PSC AC13 - NAICS 541715 AGENCY REQUESTING: Office of Secretary of Defense Manufacturing Technology Office SUMMARY: On behalf of the Office of Secretary of Defense (OSD) Manufacturing Technology Office (OSD ManTech), Defense-wide Manufacturing Science & Technology (DMS&T) program, this Request for Information �is requested from all interested parties on the development of an Other Transaction Agreement (OTA) for Prototyping, in accordance with 10 USC 4022, that will enable the two major components of the OSD ManTech program: the DoD Manufacturing Science and Technology Program and the DoD Manufacturing Innovation Institutes (MIIs) as well as their members, to directly support DoD needs.� Consistent with 10 USC 4022, the prospective ManTech-based Prototype OTA would be required to meet the following activities: - That work be centered on prototype projects directly relevant to enhancing mission effectiveness of military personnel, supporting platform, systems, components, or materials to be acquired by DoD, or improvements thereto� Through this RFI, OSD ManTech seeks input from the public; and particularly from Non-Profit-Organizations (NPOs) leading MIIs, OT consortium managers, and defense and non-traditional domestic manufacturers, on the best ways to put in place a Prototype OT from which the DoD can leverage non-traditional and MII capabilities to procure prototypes from the MII network and ecosystem as well as the extended Small-business and non-traditional defense suppliers meeting the OSD ManTech Manufacturing Science and Technology Program (MSTP) requirements. ADDRESSES: Responses should be submitted online at�https://docs.google.com/?forms/?d/?e/?1FAIpQLSeZdOIhLsiSLqqOWqP0MekJHA0EHlEDb_?D6mjl-H5JghM0F2g/?viewform Responses to the RFI/Market Survey shall include the following: Submitter�s Name Street Address, City, State, Zip Code Business Size POC Telephone CAGE Code Announcement Number:� N0016422SNB61 RFI Responses should be limited to no more than 10 pages, double-spaced.� SUPPLEMENTARY INFORMATION: The Defense-wide Manufacturing Science and Technology program consists of two major components:� The Manufacturing Science and Technology Program and the Manufacturing Innovation Institutes.�� The Manufacturing Science and Technology Program (MSTP) invests in discrete ManTech projects across four broad technology domains, typically with MILSVC partners who execute the projects on OSD ManTech�s behalf.�� The Manufacturing Innovation Institutes consist of 9 DoD Public Private Partnerships, each with their own specific technology focus. Technology Focus Areas The OSD ManTech objective is to increase the speed at which innovation, inventions, and scientific discoveries are turned into equipment and capabilities through advances in manufacturing technologies and processes. Manufacturing Science and Technology Program projects focus on cross-cutting defense manufacturing advancements and stimulates early development of manufacturing processes and enterprise business practices.� The MSTP program is focused primarily on the following technology areas: - Advanced Electronics and Optics - Advanced Materials and Composites - Advanced and Emerging Manufacturing Processes - Advanced Energetics Manufacturing The Department of Defense ManTech has also sponsored the establishment of nine Manufacturing Innovation Institutes to date in the following areas: - Additive Manufacturing - Digital Manufacturing and Design and Cyber Security for Manufacturing - Lightweight Metals and Innovative Manufacturing - Integrated Photonics Manufacturing, Design and Packaging - Flexible Hybrid Electronics Manufacturing - Advanced Functional Fibers and Textiles Manufacturing - Regenerative Tissue Manufacturing - Advanced Robotics Manufacturing - Bioindustrial Manufacturing Each of these Manufacturing Innovation Institutes (MIIs) were established to catalyze domestic and defense manufacturing in their respective advanced manufacturing sectors.�� All were established as financial Assistance Instruments awarded to non-profit organizations who were charged to form a Public Private Partnership and an advanced manufacturing ecosystem around their technology area.�� The first MII � America Makes (additive manufacturing � was awarded in 2012 and the most recently established MII � BioMADE (bioindustrial manufacturing) was awarded in 2020.�� The DoD MIIs all share a public purpose to advance domestic manufacturing.�� As they have matured, they are now capable of delivering manufacturing prototypes to the DoD and in some cases, advancing to production and insertion into DoD platforms.� In essence, the advanced manufacturing ecosystems developed and enhanced through DoD and other investments, position the MIIs to deliver to DoD customers prototypes across the aforementioned technology areas.� A recent study by the National Academies sponsored by OSD ManTech has reinforced this point� (http://nap.edu/26329). It should be underscored that there will continue to be a DoD interest in a strategic relationship with the MIIs through the use of financial Assistance Instruments to meet a public purpose.�� The public benefit derived from what the MIIs have done to advance domestic manufacturing and its current and future workforce is well recognized.� What is needed now is a parallel procurement instrument that allows the DoD to directly advance prototypes through qualification, certification and eventual insertion into DoD platforms.�� Some projects will involve MII members to a much greater degree than the non-profit managing the MII.��� Thus, there needs to be an accommodation for MII members, and non-member parties entering into teaming agreements with an MII to be awarded (or sub-awarded) efforts under the potential Prototype OTA.� Also, there are eight other MIIs sponsored by DOE and DoC (NIST) that may be interested in participating in such an agreement. The OSD ManTech program executed an OTA Prototype pilot centered on Wearable Sensors for Multi-Domain Operations.�� This effort, hosted by Washington Headquarters Services, involved three of the Manufacturing Innovation Institutes.�� This effort is still underway, but OSD ManTech has learned through its involvement in this OTA that a broader instrument is desired for the whole range of technologies in which OSD ManTech invests.� This pilot clarified the need for a Consortium Manager going forward on any future OTAs.� RFI Questions OSD ManTech seeks responses to the following questions to inform a potential future solicitation for a Manufacturing Science and Technology (MSTP) and Manufacturing Innovation Institute (MII) Technology Area� based Prototype OT.� �Feedback is sought in particular from OTA Consortium Managers, the non-profits (NPOs) managing the MIIs, MII members, defense contractors, and non-traditional and small/medium manufacturers (SMMs).�� Responses to these questions will inform the framework applied to any ensuing MII-based Prototype OT. A. Questions for OTA Consortium Managers 1.�������What types, categories and range of fees would a Consortium Manager expect to charge on Task Orders utilizing a MSTP and MII technology area-based Prototype OT? 2.�������What range of administrative lead time on task orders could the Consortium Manager achieve? �Please provide historical examples on existing OTs. 3.�������What would be the typical range in annual Consortium membership fees to be expected for a MSTP and MII technology area-based Prototype OT? 4.� Would there be eligibility requirements imposed in addition to the membership fee? 5.�������How could participation in the MSTP and MII technology area-based Prototype OTA include direct awards to members of MIIs (e.g., OEMs), not just the NPOs? 6.����How might competition in a MSTP and MII technology area-based Prototype OT be tailored to meet (a) customer-specific interests; (b) multi-MII Strategic Network Investment projects; and (c) other Government priorities? 7.� What type of Governance models could be considered for including MII�s, their current membership, system integrators (OEMs), as both traditional and non-traditional participants under a consortium-based OTA model? 8.� What types of arrangements may be considered to facilitate DOD decisions as it contemplates issuing production Task Orders, and how would those fee schedules be structured? B. Questions for Manufacturing Innovation Institute Lead Organizations (NPOs) 1.����Could a MSTP and MII technology area-based Prototype OT meet the cost share provisions of a Prototype OT as required by 10 USC 4022? 2.��� What would be the desired organizational relationship between the Consortium Manager, the MII NPO, and the MII members when proposing and conducting prototype projects? 3.����What special considerations and/or best practices for�IP management should the Consortium Manager of a MSTP and MII technology area-based Prototype OT consider? 4.� What level of interest is there in the DOE and DOC - sponsored MIIs in participating in a MSTP and MII technology area-based Prototype OT run by a Consortium Manager?� If so, what unique considerations � other than a different manufacturing technology area � should be made? 5.� What are your expectations for the Consortium Manager of a ManTech and MII-based Prototype OT?� 6.� Should project participation for a particular task under the envisioned Prototype OT be restricted to only those MII members that participated in a related, prior MII-funded project? 7. Are there any other participation criteria to be considered? C. Questions for MSTP Participants, MII Members and Domestic Manufacturers 1.�� What elements should a Prototype OT contain to ensure the ability to perform�ITAR and Classified work? 2. Two of the DoD MIIs are biology-based.�� What special considerations should be made to enable prototypes and production in those two technology areas? 3.� If IR&D funds were eligible to count as cost share, would this be of interest to DoD OEMs in the proposing and execution of Prototype OT projects? 4.� What types of projects would be envisioned to be executed using an MII-based Prototype OT? D.� Question for All 1. Is there any additional information related to a ManTech and MII-based Prototype OT not requested above, that you believe should be considered? Responses to this RFI that indicate the information therein is proprietary or represents confidential business information will be received and held in confidence for Government use only. Proprietary information will be properly protected from unauthorized disclosure. The Government will not use proprietary information submitted to establish future capabilities and requirements. The Government will NOT be responsible for proprietary information not clearly marked. Vendors may be requested to provide additional information if clarification is required. At the current time, there is no funding allocated for contractual efforts. This RFI does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP). The Government is in no way liable to pay for or reimburse companies or entities that respond to this announcement.
