Description
The U.S. Department of Energy, National Nuclear Security Administration (NNSA), intends to issue a sole-source contract using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.302-1 entitled �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements,� to Nuclear Fuel Services. Inc. (NFS) of 1205 Banner Hill Rd, Erwin, TN, 37650-9318, to provide Highly Enriched Uranium (HEU) purification and conversion services � initial production. NFS has been identified as the only responsible source because it is the only known Nuclear Regulatory Commission (NRC)-licensed Category 1 commercial facility with the capability to process HEU. To support its full range of mission needs, the NNSA�s Secondary Stage Production Modernization Office is seeking an industry partner to provide Uranium purification and conversion capabilities. The purification and conversion capabilities provided by the Contractor shall allow for HEU materials of various forms (such as metal and oxide) to be purified and converted to a safe metal form that meets government specification. This notice serves as notice of intent to award a contract and is not a request for proposals and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 5:00pm Eastern Daylight Time (EDT), April 29, 2022 which will be considered by the agency. NNSA will not be responsible for any costs incurred in response to this notice. Capability statements shall be submitted via the Message function in FedConnect (located at�https://www.fedconnect.net). FedConnect is owned and operated by Unison Software, Inc. DOE/NNSA does not provide technical support for FedConnect. Capability statements submitted via a method other than FedConnect�s Message function will not be considered. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action. Media inquiries should be directed to NNSA�s Office of Public Affairs. Messages from non-interested parties, such as professional market research firms requesting general information on this procurement, will not be considered.
