- This announcement is to make publicly available the Justification & Approval (J&A) for the University of North Carolina (UNC) Indefinite Delivery Indefinite Quantity (IDIQ) In-scope Ceiling Increase for the Understanding Government/Industry Relationship in Acquisition Course with UNC. In accordance with 10 U.S.C. 2302b, Implementation of Simplified Acquisition Procedures (41 U.S.C. 1901), AFDW/PK has executed a sole source modification to the IDIQ contract to University of North Carolina. In an effort to meet the needs of SAF/AQC's requirement to train senior contracting officials, only one awardee, University of North Carolina, Chapel Hill, is capable of providing the services required, at the level of quality required, without an increase in cost to meet the Government's requirement. The NAICS is 611310. Pursuant to AFFARS 5352.201-9101, an AFDW/PK Ombudsman has been appointed to hear and facilitate the resolution of concerns for offerors, potential offerors, and others for this acquisition. When requested, the AFDW/PK Ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the AFDW/PK Ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the AFDW/PK Ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The AFDW/PK Ombudsman may refer the interested party to another official who can resolve the concern. Before consulting the AFDW/PK Ombudsman, interested parties should first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution.
