- *******NOTICE OF INTENT******* The U.S. Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Edgewood Contracting Division (ECD) intends to award a contract on behalf of the Joint Project Lead CBRND Enabling Biotechnologies (JPL CBRND-EB) Defense Biological Product Assurance Office�s (DBPAO) to Noblis, Inc. located at 3150 Fairview Parkway, Falls Church, VA 22042, under the authority as prescribed in FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will satisfy agency requirements. This requirement is for the development of new features to the current version of the bioinformatics analysis software known as polymerase chain reaction (PCR) Signature Erosion Tool version 4 (PSET v4), sustainment of the current version of PSET v4, and technology transition of PSET software and hardware. Noblis, Inc., the proposed sole source contractor, expertise to support this requirement stems from the involvement in the development of Polymerase Chain Reaction (PCR) Signature Erosion Tool (PSET).� Although PSET can operate as a standalone system, its design and development works best with BioVelocity� software as part of the BioLaboro system.� Noblis, Inc., owns the rights to BioLaboro and the Government rights assertion category has not been worked out at that time.� �PSET and BioVelocity� are considered applications of the BioLaboro system and it is best if PSET development and operation is performed alongside BioVelocity� within BioLaboro. This is a notice of intent to issue a purchase order on a sole source basis. Any other firms desiring consideration must fully identify their interest and capability to provide these items no later than April 27, 2022 to the individual listed below. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Interested persons may identify their interest in writing, to the Government point of contact. Responses to this notice must be received no later than 0900am Eastern Standard Time (EST), April 27,, 2022. The point of contact for this action is Mrs.� Ursela C.
