- 4/13/2022: Amendment 13 clarification: 1962 hours mentioned in the last update was a typo. The hours listed in Attachment 3 (1952) remain the correct hours. Senior System Administrator was not removed, but renamed to Lead System Administrator. Senior Business Analyst was combined with Business Process Analyst (senior).� ****************************************************************************************************************************************************** Amendment 13 - 4/12/2022 Upon further review we have determined that the following changes and clarifications were needed. The 1,956 hours referenced in Attachment 03 is specific to Task Order 1. To remove confusion between Network Engineer (Senior) and Senior Network Engineer, the Senior Network Engineer has been renamed to Lead Network Engineer. Senior System Administrator has been removed as it was almost identical to System Administrator (senior) Attachments 02 and 03 have been updated accordingly. ****************************************************************************************************************************************************** Amendment 12 - 4/4/2022 We have reviewed additional feedback from Industry and determined that the following clarifications are needed. Additionally, we will be extending the due date for Phase II proposals to April 18, 2022 at 10:00 am EST. Proposals must be sent to the CATTS@doc.gov inbox only and must be received in the CATTS inbox no later than 10:00 am EST. DUNS codes have been retired, please use your new�Unique Entity ID (UID) in lieu of a DUNS code. Offerors need only sign the SF1449 from the latest amendment. 1952 hours (the FTE hours utilized in the attachment 3) is calculated using 11 federal holidays and 1 week vacation. Attachment 3 now allows vendors to provide pricing for every year even though an option period may cover multiple years. It is at the Offerors� discretion to escalate pricing across years within the option period. There is no minimum dollar value threshold for past performance references, however past performance that is closer in value to the estimated future task orders may be considered more relevant. There were conflicting answers in the Q&A about which areas in the IDIQ PWS would be evaluated (core tasks, additional tasks, etc.). The correct answer is as follows: Evaluation will be based upon the core areas.� Offerors able to address all areas beyond the core areas will be viewed more favorably. Attachment 3 has been further updated to correct errors. Attachment 2 has been updated to switch the labels for Network Engineer Journeyman and Junior as they were incorrect. The RFP has been updated as shown in the tracked changes. The Task Order 1 PWS has been updated as shown in the tracked changes. ****************************************************************************************************************************************************** Amendment 11 - 3/21/2022 Please see the attached updated Attachment 3. Additionally, the RFP has been updated to remove contradictory language between the RFP and the advisory notification letter. ****************************************************************************************************************************************************** 3/19/2022 The updated attachment 3 is still being finalized and will be posted no later than Monday 3/21/2022. ****************************************************************************************************************************************************** Amendment 10 - 3/15/2022 Thank you to everyone who participated in Phase I. There was a typo some of the advisory notification letters that went out. For those who were not recommended to proceed to Phase II, the due date for your intent to submit a Phase II proposal should have been April 2nd instead of May 2nd. The due date for Phase II submissions is still 4/11/2022, Amendment 10 corrects the error in Amendment 9 where the box for the due date extension was incorrectly checked. The updated Attachment 3 will be posted no later than friday 3/18/2022.� ****************************************************************************************************************************************************** Amendment 9 - 3/4/2022: To enable full review of all proposals received during Phase I, notifications will be postponed up to 1 more week (no later than March 11, 2022). All subsequent due dates will be postponed for 1 week as well. The new updated schedule is as follows: Phase I advisory notifications: 03/11/2022 Phase II due date: 04/11/2022 10:00 AM EST Anticipated award date: 07/20/2022 The RFP and IDIQ PWS (Attachment 1) have been updated accordingly. ****************************************************************************************************************************************************** Amendment 8 - 2/24/2022: To enable full review of all proposals received during Phase I, notifications will be postponed 1 week till March 4, 2022. All subsequent due dates will be postponed for 1 week as well. The new updated schedule is as follows: Phase I advisory notifications: 03/04/2022 Phase II due date: 04/04/2022 10:00 AM EST Anticipated award date: 07/13/2022 The RFP and IDIQ PWS (Attachment 1) have been updated accordingly. ****************************************************************************************************************************************************** Amendment 7 - 2/17/2022:� The RFP should state the Volume V page limit is 25 pages NOT 250 pages. ****************************************************************************************************************************************************** Amendment 6 - 2/17/2022: Thank you for your continued input and questions. There are several items that we noticed required further clarification. The updated RFP asked for SBA approved Mentor Prot�g� Joint Venture Agreements. This should have read SBA approved Mentor Prot�g� Agreements submitted with a copy of their Joint Venture Agreements. These documents are not required for Phase I. The updated RFP clarified the Top-Secret Facilities Clearance requirements for Teaming Arrangements. Mentor Prot�g� Joint Ventures had similar requirements to the all-small Joint Ventures in that only one member of the joint venture is required to hold a Top-Secret FCL. If the work requiring the facility clearance is primary and vital to the requirements of the task order, the lead partner must hold the TS-FCL. If the work is ancillary to the principal purpose of the task order the partner to the joint venture that will perform the work must hold the TS-FCL. For Attachment 6, Tab 2, question 2 includes all types of contractor teaming arrangements other than a Joint Venture or Prime-only Offeror. In the Q&A, there is a discrepancy between the answers to questions 924 and 1724. The correct answer is that Offerors may use the same contract example to cover multiple task areas. In the Q&A, there is a discrepancy between the answers to questions 102 and 225. The correct answer is that Offerors may submit up to 3 examples per task area (including the Prime experience section). In the RFP L.7 the due date was not previously updated but should be March 28, 2022. In the RFP, it was not stated specifically that the Attachment 3 worksheet could not be altered. The Q&A did address this, but to clarify you may not add lines to Attachment 3, but you may expand cells for readability. The Q&A stated that page limits would be increased for Volume V and Volume III. The new page limit for Volume V is 25 pages and Volume III is 23 pages. Please see the updated RFP for updated page limits. The uploaded version of Attachment 7 was not working for some. Please see a new uploaded version. Updated RFP to clarify that it is the Government�s intention to award without discussions. ****************************************************************************************************************************************************** Amendment 5 - 2/11/2022: The Government will be extended the due dates for both Phase I and Phase II, which will subsequently extend the award date.
