- This is a combined synopsis/solicitation for a commercial service prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in the notice. This announcement constitutes the only solicitation, and quotes are being requested under this notice. This solicitation, W91C9G-22-R-0002, is being issued as a Request for Proposals (RFP) using Contracting by Negotiations procedures from FAR Part 15. This solicitation document, incorporated provisions, and clauses are those in effect through Federal Acquisition Circular 2022-04 Effective 30 January 2022, and the Defense Federal Acquisition Regulations (DFARS) update effective 28 February 2022. This procurement is being issued as a Total Small Business Set- Aside for vendors in the Small Business Administration 8(a) program. The North American Industrial Classification System Code is 541611 with a small busines size standard of $16,500,000.00 in average annual receipts. The Government contemplates an award of a Firm Fixed Price contract for one (1) base year and one (1) twelve-month option resulting from this solicitation. CLIN 0001- JPO Recompete, Base Year (Period of Performance: 05/21/2022-05/20/2023), Quantity/Unit of Issue: 12 months Firm Fixed Price (FFP) CLIN 0002- 1st Option Year (Period of Performance: 05/21/2024-05/20/2025), Quantity/Unit of Issue 12 months Firm Fixed Price (FFP) Proposal prices for CLINs 0001, 0002, shall be firm fixed price (FFP) and inclusive of all labor, materials, travel, supervision, and associated services required to perform the training described within the Performance Work Statement (PWS). All proposals shall reference RFP number W91C9G-22-R-0002. It is the Government�s intention to award without discussions. Proposals are due at 10:00 a.m. local (CST) time on 25 April 2022 Proposals shall be emailed to�LaShanda Areghan at: Lashanda.d.areghan@usace.army.mil� Late receipt of proposals will not be deemed excusable and the Contracting Officer may declare the proposal late and remove it from further consideration. All questions and answers regarding this requirement must be in writing. Questions shall be sent to the email address provided above. Questions must be received NLT three workdays prior to solicitation closing; questions received after this time may not be addressed before close of solicitation. Answers will be provided with questions, on a non-attribution basis and posted on the System for Award Management website. Proposals must include a statement indicating their proposal is valid for minimum of 90 days after proposal due date. Offers providing less than the number of days specified may not be considered. If no number is specified, the Government shall apply 90 days. ANSWER: PREVIOUS CONTRACT W91C9G-17-C-0001 VOLUME 3:� PAST PERFORMANCE, 3.2 Assessment Records (printed page no. 39,/PDF page no. 86)� �The Offeror shall provide a list of contracts with completed assessment reports available in the Contractor Performance Assessment Reporting System (CPARS) or the Past Performance Information Retrieval System (PPIRS). The list must also annotate the date of the most recent assessment report.� QUESTION:� Is the Government asking for only those CPARS associated with the contracts that offerors include in Volume 3 � Past Performance?� Please provide parameters so that we may generate the requested list. ANSWER: Yes please provide CPARS or the Past Performance Information Retrieval System. Please provide the Past Performance Questionnaire �as well TECHNICAL EXHIBIT I:� JOINT TEST AND EVALUATION PROGRAM HANDBOOK (Current Version) (PDF page 43.)� �The Joint Test and Evaluation (JT&E) Program Handbook, including all annexes, is published by the JT&E Program Office and provided to aid in the full understanding of the JT&E Program process and document preparation requirements (see section J). Required documents and other applicable documents necessary for the efficient execution of tasks shall be defined in the individual task orders. The Handbook is updated periodically, and the Contractor is expected to comply with the latest available version.� QUESTION:� Technical Exhibit 1 of the PWS references a �JT&E Program Handbook� and �Section J� however, neither of these is included in the PWS or the solicitation. Would you please provide internet access to the handbook or a digital copy� of the handbook?� Thank you. ANSWER: Please see attached JT&E Handbook QUESTION:� With these additional questions regarding information missing from the solicitation, would the Government consider extending the proposal deadline to Friday, April 29, 2022?
