- Presolicitation Notice Eisenhower Lock Visitors� Center Construction Massena, New York SOLICITATION NO. 6923G522R0578 PROCUREMENT TYPE: Pre-Solicitation Notice TITLE:� Eisenhower Lock Visitor�s Center located at Massena, New York Product Service Code: Y1JA - CONSTRUCTION OF MUSEUMS AND EXHIBITION BUILDINGS This proposed procurement is 100% Set-Aside for Small Businesses NAICS 236220 ""Commercial and Institutional Building Construction"" with a size standard of $39,500,000.00. The Great Lakes St. Lawrence Seaway Development Corporation has been tasked to solicit for and award construction services for the Eisenhower Lock Visitor�s Center which is located on the south side of Eisenhower Lock at 76 Barnhart Island Road, in the Town of Massena, New York.� The proposed project will be a competitive, firm-fixed-price (FFP), contract procured in accordance with FAR 15, Contracting by Negotiations. The scope includes furnishing all plant, labor, equipment, and materials, and perform all work to erect a new steel-framed masonry building for the Eisenhower Lock Visitors� Center, which is located in the Town of Massena, New York. This work includes the following: general site work and grading, paving, access road, temporary and permanent fencing including secured pedestrian walkways, foundation and floor slab construction, building erection, building interior furnishings, interior finishes, plumbing systems, heating, ventilating and air conditioning (HVAC) systems, electrical, communications and fire alarm systems, storm and sanitary sewer systems, connections of building utilities to existing tie-in points, and storm water control as required for regulatory compliance. The work also includes demolishing an existing steel-framed masonry building, terminating all utilities for the same, and restoring the surrounding site conditions as specified. Pursuant to FAR 36.204, the magnitude of construction is between $5,000,000 and $10,000,000. Additional information in accordance with the Statement of Work will be included in the Request for Proposal (RFP) package. It is anticipated that the RFP will be released on or about 29 April 2022 with proposals due on or about 30 May 2022. The media through which the Government chooses to issue this solicitation will be the internet only. This solicitation will not be issued in paper format. Vendors must be registered with the System for Award Management (SAM) database to receive a government contract award. Vendors must also be registered in Representations and Certifications Applications (included in SAM). The North American Industry Classification System (NAICS) Code applicable (236220) to this acquisition must be in vendor�s SAM registration.
