Description
PRE-SOLICITATION NOTICE Solicitation: 36C25222Q0462 Project: 585-21-116 Replace Chiller Plant (Phase 1) Location: Oscar G. Johnson VAMC 325 E. H Street Iron Mountain, MI 49801 Contractor shall provide for and furnish all labor, superintendence, materials, tools, equipment, transportation, licenses, certificates, insurance, temporary protection, and other items designated under the provisions of this contract Replace Chiller Plant Phase 1, Project# 585-21-116, at the Oscar G. Johnson VA Medical Center Located in Iron Mountain, Michigan as outlined in the contract specifications and as shown on the contract drawings. The work involves demolition of some of the existing architectural, mechanical and electrical and the furnishing and installation of the new architectural, mechanical, and electrical located on the Sub-Basement and Grounds as outlined in the contract specifications and as shown on the drawings. Period of Performance is 90 calendar days after Notice to Proceed (NTP). The NTP shall be issued approximately 10 calendar days after award once required payment and performance bonds and certificate of insurance is provided. The North American Industry Classification Code (NAICS) for this procurement is 236220 General Construction; small business $26.5 Million size standard applies. Estimated price range for construction is between $150,000 to $250,000. Pursuant to Public Law 109-461, this solicitation will be issued as a 100% Small Business (SB) set-aside UNLESS TWO OR MORE SDVOSBs respond to this pre-solicitation notice. Then, the rule of two is met. In accordance with VAAR 819.7003(b), on or before April 19, 2022, the prospective offeror must represent that it is a SDVOSB concern, a small business concern under the NAICS code assigned to the acquisition, and is CVE verified for eligibility in the VIP database. The prospective offeror must also submit evidence of the capability to perform the work specify in paragraph 1. All interested parties shall have a current registration and current annual On-line Representation and Certifications Application (ORCA) in the System Award Management (SAM) database https://www.sam.gov prior to award. The solicitation, specifications and drawings will be posted on https://www.sam.gov on, or about April 20, 2022 with a proposal due date on, or about, May 4, 2022. A pre-bid site conference and a site walk-through for this solicitation is tentatively scheduled for the week of April 25, 2022 (exact time and location shall be provided with the formal solicitation package). All interested offerors, subcontractors and suppliers are strongly encouraged to attend.
