- FY 22 Civil Works/Indefinite-Delivery Indefinite-Quantity (IDIQ) Little Rock AFB, AR This is a pre-solicitation notice for FA446022R0004, which had a sources sought notice posted on SAM.gov on 13 Sep 2021 under �Little Rock AFB Civil Works Contract.� The 19th Contracting Squadron is seeking responsible contractors interested in providing Civil Works support to Little Rock AFB, AR. �This requirement is a 100% HUBZone Small Businesses set-aside in accordance with (IAW) the procedures at FAR 19.1305(b). �The applicable North American Industry Classification System (NAICS) Code is 237310 � Highway, Street, and Bridge Construction with a size standard of $39,500,000.00. �The magnitude of construction is between $5,000,000.00 and $10,000,000.00 The contractor shall provide all design, plant, labor, materials, and equipment necessary to fully meet all requirements of the summary of work, construction specifications, construction drawings, and all other contract documents related to and/or titled: ��IDIQ Civil Works, NKAK 21-1076 (1-4)� at Little Rock AFB, AR and the LRAFB areas of responsibility at the All-American Landing Zone (AALZ) at Camp Robinson in North Little Rock, AR. �The principle features of work shall consist of, but are not limited to, the following: GIS and As-Built Drawings SWPPP implementation to LRAFB and ADEQ Standards Demolition of Concrete, Asphalt, and Various Structures Concrete Work Brick Work Anti-Terrorism Force Protection (ATFP) Walls and Cables Architectural Barriers Act (ABA) Ramps, Handrails, and Site Work Exterior Electrical Lighting, Service, and Feeders Site Work � Excavation to Grade, Grading, Compacting, Various Materials, Clearing & Grubbing, Selective Tree Cutting, and Demolition Landscape Establishment � Topsoil, Trees, Sodding, Seeding Concrete Joint Sealant Asphalt Maintenance � Crack Sealant, Rejuvenation, Slurry Seal Bollard Installation various types including lighted Water and Gas Utility Line Adjustments Valve, Meter, Hydrants Adjustments Arkansas Highway and Transportation Department (AHTD) Standards Roadway Construction���� Asphalt Construction Asphalt Cold Milling Roadway Maintenance of Traffic and Traffic Control Devices LRAFB, AHTD, and Federal Highway Administration (FHWA) Pavement Markings and Signage, Culvert Installation, Modifications, and Safety End Sections Drop Inlet, Curb Inlet, Junction Box Repair, Adjustments, Installations and Modifications, Underdrain Installation Concrete Steps Concrete sidewalks Traffic Detection Loop Installation and Repair The aforementioned general outline of the principal features does not in any way limit the responsibility of the contractor to perform all work required by the plans and specifications. �Phasing: �some task orders may require the project be completed in multiple phases in order to facilitate base operations. �No additional mobilization and/or demobilization costs will be permitted when a project is required to be phased. The upcoming solicitation will be a Request for Proposal (RFP). �Proposals will be evaluated using the Tradeoff Process with Past Performance being significantly more important than Price. �Contract award will be made based upon best value to the Government. �The Government reserves the right to award a contract to other than the offeror with the lowest priced offer. �The acquisition will result in the award of one (1) Firm Fixed-Priced Indefinite-Delivery Indefinite-Quantity (IDIQ) type contract. �Work will be accomplished under task orders issued against the resulting IDIQ. �The base period will be for twelve (12) months and each of the four (4) following options periods will be for twelve (12) months. �An option period may be exercised when the preceding performance period expires or when the maximum quantity for the base period or preceding option period has been exhausted or nearly exhausted. �The contract rates for the base period shall begin on the date of the contract award and shall continue for the duration of the performance period or until the upcoming option period is exercised. No additional project information will be provided to contractors at this time. �The work required for each upcoming project will be negotiated under a separate task order and detailed in the associated Statement of Work. �Personal visits for the purpose of discussing potential projects is not allowed. �The contractor shall maintain an office on or within 20 miles of Little Rock AFB, AR in order to receive work requests and other related requirements to accomplish each task order. No response to this notice is necessary. �This notice does not obligate the Government to award a contract and it does not obligate the Government to pay and/or reimburse respondents and/or their associates for any costs incurred to submit any requested information and/or proposal. The solicitation package is expected to be posted on SAM.gov website at https://www.sam.gov on or about 26 May 2022. �The Government will not provide paper copies of the solicitation package. �Interested parties are solely responsible for monitoring the SAM website for the release of the solicitation package and any other information pertinent to this acquisition. �Facsimile, telephone, written, or email requests for the solicitation package, questions, RFIs etc. WILL NOT be accepted. �An Arkansas Contractor License is not required to work on a Federal Government Installation; however, it may be required by the state when having to do any coordination with the state for work conducted on Little Rock AFB, AR. �Licensing information is available at the Arkansas Contractors Licensing Board via the website at http://aclb.arkansas.gov. �Potential offerors must also be registered in the System for Award Management (SAM) database. �Contractors may apply for SAM registration via the website at https://www.sam.gov, by contacting the Federal Service Desk at https://www.fsd.gov/gsafsd_sp or 1-866-606-8220, or the Arkansas Procurement Assistance Center (APAC) at https://www.arkansaslandcan.org/local-resources/Arkansas-Procurement-Assistance-Center-APAC/6407 or 501-671-2390. �In addition to being registered in SAM, interested firms must also complete annual representations and certifications via your SAM registration.
