Description
Department of Veterans Affairs Network Contracting Office (NCO) 16 Notice of Intent (NOI) FAR 8.405-6 The South Central VA Health Care Network (SCVAHCN) will be pursuing a firm fixed price Cost per Patient Result Reportable (CPRR) BPA for a base year and 4, one year options beginning October 1, 2022 through September 30, 2023 for automated Hepatitis and HIV screening instrumentation and reagents. Potential sources must demonstrate experience and knowledge of required equipment, services and capability to provide said service. It has been determined that FAR 8.405-6 will be utilized with a Federal Supply Schedule (FSS) Federal Supply Class (FSC) Group 66 III Cost Per Test (CPT)/Cost per Patient Reportable Result (CPRR), Clinical Laboratory Analyzers contract that manufactures, provides and services automated Hepatitis and HIV screening instrumentation and reagents capable of meeting all of the following: Automated Instrumentation and testing shall be FDA approved and validated for routine Hepatitis A, B, and C screening assays. FDA approved 4th generation HIV Ag/Ab Combination Assay shall be fully automated and performed on same instrumentation as the hepatitis screening assays. Operating system software shall be currently sold and supported by software manufacturer External Printer for each instrument capable of printing a report with patient demographics Technical assistance center (hot line) available by telephone 24 hours a day, 7 days per week with a maximum response call back time of 1 hour Instrument training, preventative maintenance and emergency repair 24 hours a day, 5 days per week Assistance with method performance correlation studies and statistical analysis of data Provide hardware and software for interfacing through Data Innovations to the VA VistA LIS Bi-directional bar-coded computer interface to the LIS A UPS with surge suppressor/line conditioner with each instrument/piece of equipment All-inclusive CPRR pricing Methodology is chemiluminescent immunoassay Contractor has proprietary reagents for proposed instrumentation as opposed to third party reagents (user-defined applications). THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES/PROPOSALS AND NO SOLICIATION IS AVAILABLE. Telephone requests will not be honored. No award will be made based on quotes or offers received in response to this notice. All responsible sources may identify their interest to meet this requirement to Diyonne Williams by 10:00 am (CST), Wednesday, April 20, 2022. Additionally, any response to this notice must show clear, compelling and convincing evidence that competition will be advantageous to the government by providing the following: 1.Business Size and Socio-Economic Status: (a) Indicate whether your business is large or small (b) If small, indicate if your firm qualifies as a small, emerging business, or small disadvantaged business (c) If disadvantaged, specify under which disadvantaged group and if your firm is certified under Section 8(a) of the Small Business Act (d) Indicate if your firm is a certified Hub zone firm (e) Indicate if your firm is a woman-owned or operated business (f) Indicate if your firm is a VIP verified Service-Disabled Veteran Owned Small Business (SDVOSB) or Veteran Owned Small Business (VOSB) (g) Include the DUNS number of your firm. (h) State whether your firm is registered with the System for Award Management (SAM) at www.sam.gov and/or the VetBiz Registry at www.vetbiz.gov. If not, please NOTE: any future solicitation could only be awarded to a contractor who is registered in SAM. To receive award based on VOSB or SDVOSB status you must be registered in the VetBiz Registry. 2. Authorization to Perform: Prospective non-OEM contractors MUST provide an authorization letter from the OEM identifying they are authorized to provide the required Original Equipment Manufacturer (OEM) parts/equipment/manufactures, provides and services for automated Hepatitis and HIV screening instrumentation utilizing CPRR pricing and to provide all of the required items. The intent of this notice is for informational purposes only. Interested parties may submit information for consideration by the government to: diyonne.williams@va.gov no later than the response due date/time identified above.
