Description
This is a SOURCES SOUGHT announcement, a market survey for information only, to be used for preliminary planning purposes.� THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS.� No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests.� Respondents will be notified of the results of the evaluation upon request. The U.S. Army Corps of Engineers (USACE) � Tulsa �District is tasked to solicit and award an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for construction phase A-E services in support of construction projects administered by the Tulsa District.� Task orders under the IDIQ contract will be firm fixed price.� The type of set-aside decision to be issued will depend upon the capabilities of the responses to this synopsis. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the small business community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB) and Women-Owned Small Business (WOSB). The government must ensure there is adequate competition among the potential pool of responsible contractors. �Small businesses, Section 8(a), HUBZone, SDVOSB and WOSB businesses are highly encouraged to participate. The Government is seeking qualified, experienced firms capable of providing the full spectrum of construction phase A-E services. �The contractor must have extensive knowledge of all pertinent local building codes to include but not necessarily limited to the International Building Code, International Mechanical Code, International National Electric Code, Leadership in Energy and Environmental Design, etc... The contractor must also have extensive knowledge of the USACE three phase inspection system as well as WINRMS. �The contractor shall demonstrate the capability to execute multiple concurrent task orders for construction phase A-E services including but not limited to providing a series of qualified construction, engineering, and safety professionals to participate as members of the USACE onsite contract administration teams (as many as 50 professionals may be required at any given time for extended periods of time up to 12 months). �The required services will include but not limited to: (1) onsite review of contractor submitted shop drawings and submittals for conformance with the approved plans and specifications; (2) daily onsite evaluation of construction methods and materials; (3) onsite interpretation of plans and specifications (4) daily evaluation of jobsite safety, (5) onsite evaluation of construction progress; and (6) daily onsite evaluation of construction for conformance with applicable building codes. Perspective firms responding to this Sources Sought shall demonstrate experience and expertise to manage and perform substantially large and complex full spectrum construction phase A-E services as outlined above. �The IDIQ would have a total estimated capacity of $25M over a five-year base period. � Prior Government contract work is not required for submitting a response under this Sources Sought Synopsis. The North American Industry Classification System code for this procurement is 541330, which has a small business size standard of $16.5M.� Small Businesses are reminded under FAR 52.219-14, (Deviation 2019-O0003), Limitations on Subcontracting that a firm will not pay more than 85% of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85% subcontract amount that cannot be exceeded. Anticipated solicitation issuance date is on or about 24 May 2022 and the estimated proposal due date will be on or about 24 June 2022.� The official synopsis citing the solicitation number will be issued on https://SAM.gov, and we invite firms to register electronically to receive a copy of the solicitation when it is issued. Interested firms� responses to this synopsis shall include the following information: Firm�s name, address, point of contact, phone number, e-mail address and business CAGE Code. Firm�s interest in bidding on the solicitation when it is issued. Firm�s Business Size � Large Business (LB), Small Business (SB), 8(a), HUBZone, SDVOSB, or WOSB. A capabilities statement as it pertains to this source sought, limited to five (5) pages, shall be submitted in PDF format with the following file name convention:� Contractor's Name_W912BV-22-S-0805 EXP STATEMENT.� -� Demonstrate specialized experience and technical competence for managing and performing a broad spectrum of construction phase A-E services. -� Provide a minimum of three (3) examples of similar type projects performed within the past two years. Include name, address, telephone number, and email address of reference(s), contract phone number for POC from your firm, total contract value and period of performance for each example project. -� Describe ability to perform work within the Tulsa District geographical boundaries. � � � � �6. Firm�s Joint Ventures (existing), including Mentor Prot�g�s and teaming arrangement information, if applicable. Interested firms shall respond to this sources sought synopsis no later than 2:00PM CST, 28 April 2022.
