- This is a sources sought request only; not a solicitation announcement. This basis of this posting is issued solely for informational and planning purposes from interested vendors.� This posting is not a Request for Proposals or a Request for Quotations, and it is not considered a commitment by the Government to award a contract nor is the Government responsible for any costs incurred in furnishing information provided under this RFI.� No basis for claim against the Government shall arise as a result from a response to this RFI or Government use of an information provided.� Further, The Coast Guard is not at this time seeking proposals and will not accept unsolicited proposals. No proprietary, classified, confidential, or sensitive information should be included in your response to this RFI. The Government reserves the right to use any information provided by respondents for any purpose deemed necessary and legally appropriate, including using technical information provided by respondents in any resultant solicitation.� Responses will assist the Government in determining the availability of potential solutions and commercial products in the market. At this time no solicitation exists; therefore, do not request a copy of the solicitation.� It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. The United States Coast Guard (USCG) Aviation Logistics Center (ALC) is conducting market research seeking replacement solution to the existing Helicopter Airborne Video System (HAVS) currently on MH-60 and MH-65 platforms. The current HAVS consists of two cameras.� A hoist camera and a cabin camera.� Both cameras are environmentally sealed and back filled with an inert gas to prevent fogging. They are made of a molded material that is resistant to salt water. Both cameras are powered by 28VDC and draw no more than 2 amps of power. Both cameras are 2.75 inches long and 1.75 inches wide. They both met the vibration requirements of 20G�s and the temperatures requirements (approximately -40� C to +55� C) associated with helicopter operations. Video output is one color RS-170 (NTSC) video channel. The camera provides high resolution color video (at a minimum 512 lines horizontally). The hoist-mounted camera exceeds the requirement of view capture of partial cabin and scene below helicopter while hoisting between 40 and 100 feet, by providing an angle of view of 78� X 94�.� Each camera and mount meets the weight requirement of no more than 2 lbs. The camera housing, camera mount, camera mounting hardware meet the requirement of being corrosion resistant.� The external electrical camera connector is in accordance with MIL-C-38999 series 53 and is male (pin type) so that contacts on the aircraft wire harness minimize personnel hazard and prevent shorting of electrical components.� Both cameras are built to fit the same diameter housing and mounting brackets. The USCG is seeking a replacement solution that meets the requirements outlined in Attachment 1 and Attachment 2. When responding to this RFI, please include the following information: Provide a specification sheet and mounting requirements/layouts for any proposed EO/IR solution.� This also can include a capabilities statement. Is the solution currently in production?� If not, when is the product planned for production? Provide a Rough Order of Magnitude (ROM) for each camera and any applicable price breaks for various quantity orders. Please provide the details and terms of any standard warranty and support for repair included with the product Is your product listed on General Services Administration (GSA) schedule? Is your firm a certified hub zone firm, woman-owned or operated or certified Service-Disabled Veteran-Owned?� If so, indicated which apply Do you have other Government/military agencies using the product, and if so which agencies, POCs and contract numbers? What additional information would be needed from the USCG to better provide an answer to this RFI or any potential Request for Proposal (RFP) for this type of solution? Responses to this notice should include company name, address, telephone number, and point of contact (POC). After the review of the responses to this sources sought announcement, and if the USCG still plans to proceed with the acquisition, a solicitation announcement will be published on the Contracting Opportunities website, https://sam.gov Responses to this sources sought synopsis are not adequate response to any future solicitation announcements.
