- SOURCES SOUGHT:� THIS IS ONLY A SURVEY TO COLLECT INFORMATION AS A PART OF MARKET RESEARCH.� NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. The U.S. Coast Guard is conducting market research to determine whether to set aside this acquisition for one of the following socioeconomic programs:� 8(a), HUBZone, Service-Disabled Veteran owned, or Women Owned/EDWOSB Small Business.� No solicitation is being issued at this time and specifications are not available.� If a solicitation is posted, it will be posted at SAM.gov in the Contract Opportunities section.� The USCG, CEU Juneau has a requirement for professional environmental consulting services at Coast Guard facilities in the State of Alaska.� All field related work is expected to be performed in the State of Alaska.� The Alaska-wide contract provides for a wide variety of environmental services associated with the following four key environmental programs: 1. Environmental Compliance and Construction Support.� Work involves but it not limited to: Conducting environmental compliance evaluations, field investigations, audits and reports Evaluating and obtaining regulatory approval for environmental management plans, and permits (�permits to construct�) Developing contaminated material handling plans and implementing hazardous waste management systems 2. Environmental Planning Providing technical support for NEPA evaluations, biological assessments and cultural resource management Developing integrated management plans in coordination with environmental regulators 3. Restoration and Liabilities Conducting site investigations, cost-to-complete evaluations and corrective action planning Performing response actions to characterize, contain, remove, transport and dispose various types of contaminated materials Conducting ecological risk assessments for base cleanup and site closure actions 4. Sustainability and Training Preparing and presenting natural and cultural resource trainings for USCG personnel Developing environmental training curricula, newsletters, and fact sheet guides This work will require close coordination with State and Federal Agencies including the US Coast Guard, State of Alaska Department of Environmental Conservation (ADEC), State Historic Preservation Office (SHPO), Environmental Protection Agency (EPA), National Oceanographic and Atmospheric Administration (NOAA), US Fish and Wildlife Service (USFWS) and US Army Corps of Engineers (USACE).� Work will likely also require coordination with Tribal entities related to supporting cultural and Tribal consultations. Capabilities Statement including a description of your firm�s specific: 4.� Experience working in the State of Alaska performing professional environmental consulting services (focusing on the four key environmental programs previously listed in this notice) that involved coordinating directly with ADEC, SHPO, EPA, NOAA, USFWS, USACE, Tribal organizations or other regulatory agencies 5.� Experience working in locations similar to the State of Alaska with respect to geographic similarity performing professional environmental consulting services (focusing on the four key environmental programs previously listed in this notice) that involved coordinating directly with ADEC, SHPO, EPA, NOAA, USFWS, USACE, Tribal organizations or other regulatory agencies 6.� Knowledge and experience applying applicable federal RCRA, CERCLA, TSCA, ASHRAE environmental standards, and State of Alaska/local laws, regulations and guidance. 7.� Experience supporting multiple task orders/jobs in geographically dispersed locations being performed simultaneously.� Provide specific project examples, locations, time frames, etc. 8.� Ability to comply with the Limitations on Subcontracting clause (52.219-14 (Sept 2021) � please describe your firm�s understanding of the clause and a brief description of your firm�s ability to meet the requirements of the clause performing work in the four key environmental programs described in this notice. NOTE:� Knowledge and experience can be in support of Governmental (local, state, federal) or private sector entities.� Please be specific regarding the entity your firm supported in providing environmental consulting services and a detailed description regarding the type of support provided and how it relates to the four key environmental programs listed in this notice. In support of this requirement, the US Coast Guard, Civil Engineering Unit (CEU) Juneau is considering award of a single Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a five-year ordering period beginning late FY-2022/early FY-2023.� Maximum Contract total is anticipated to not exceed $15 million over the five year life of the contract (value of all task orders).� The applicable North American Industry Class System (NAICS) code is 541620 Environmental Consulting.� The small business size standard is $16.5 million.� Your response is required by 3:00pm PST on April 29, 2022.� Send your response via email to Tracianne Torklep at Tracianne.Torklep@uscg.mil with a copy to Mari Meiners at mari.k.meiners@uscg.mil.� Responses are limited to 5 single sided, printed 8 � x 11 inch pages.
