- The Electronic Security Systems (ESS) VI Generation Multiple Award Task Order Contract (MATOC)/Indefinite Delivery Indefinite Quanity, provides engineering, procurement, installation, testing, monitoring, maintenance, and service for ESS and related systems. The contract covers facilities located throughout the Continental United States (CONUS) as well as multiple Outside Continental United States (OCONUS) locations. The ESS program uses the ESS VI MATOC to provide ESS services to support many customers throughout the United States (U.S.) Army as well as other Department of Defense (DOD) Agencies. The U.S. Army Corps of Engineers (USACE) Electronic Security Center (ESC) is the premier team for quality oversight and technical expertise in the design, procurement, and installation of ESS. Through our Mandatory Center of Expertise (ESS-MCX) and our procurement and installation team, we rapidly deliver products and services, worldwide. ESS products and services are available to any U.S. Government agency or affiliate. We develop criteria and specifications for design, selection, and installation of ESS. We support the Army, USACE, sister military services and a wide array of federal and state agencies in the design, procurement, installation, test and turnover, and maintenance of ESS. Additionally, program�provides the DOD, the Army and USACE with technical guidance for development of criteria, policy, and specifications. The services offered are as follows: Security Surveys Special Studies Designs and Design Reviews Procurement and Installation Criteria and Specification Development Life-cycle Maintenance and Service Technical Consultation and Support ESS Design Training ICIDS Operator and Administrator Training Master Planning System and Vulnerability Assessments Technology Transfer The ESS program offers turnkey, cradle-to-grave support for the design, procurement, installation, testing and turnover, and maintenance of ESS worldwide. The ESS Product Delivery Team (PDT) can support any U.S. Government agency in need of physical and/or electronic security systems. The ESS PDT is part of the ESC which is distinguished under Army Regulation 190-13, The Army Physical Security Program dated 27 July 2019 and Engineer Regulation 1110-1-8162, Design and Construction Policy for Electronic Security Systems, dated 31 January 2013, as the U.S. Army�s Mandatory Center of Expertise for Electronic Security Systems (ESS-MCX). Other USACE Center, Districts, and Divisions utilize the ESS-MCX services for their ESS requirements as outlined in Army Regulation 190-13 and Engineer Regulation 1110-1-8162. Additional capacity increase was necessary for continuation of required ESS services from 6 April 2022 through 5 October 2022.
