Description
The Contractor shall provide Grounds Maintenance for all High Visibility (Improved Grounds), Common Areas (Semi-Improved Grounds), and Ranges. The Contractor shall ensure all work accomplished maintains and presents a healthy, clean, neat, and professional appearance to all grounds included and covered by this contract in support of mission requirements for users, residents, and visitors. The Contractor shall mow grass only when the minimum height is reached or exceeded as indicated by the Work Capability Levels (WCL) table in paragraph 3.0 (WCL assigned to West Point is Capability Level 3). The Contractor shall set the mower height to three (3) inches for all areas. The assigned Contracting Officers' Representative (COR) will develop the weekly cutting schedule ICW installation stakeholders (i.e., DMI, Range Branch, ITAM, DPW, and DFMWR) and the Contractor's Representative (CR). Improved, semi-improved and un� improved areas shall be maintained IAW mission requirements and reflected in the weekly cutting schedules. During Cadet Summer Training (CST), the CR may be required to shift efforts from one facility or area that was scheduled, to an unscheduled facility or area to support the CST training mission. Mowing operations shouldn't interfere, delay or cause the cancellation of any required training activities. Refer to Technical Exhibit (TE) 1: Specific Features and Requirements for more detailed instructions on areas to be cut. All work shall be performed by personnel qualified in accordance with (IAW) applicable laws, regulations, and TE-1. TE-2: Cutting Cycles, Ground Types, and Acreage identifies facilities and areas which require landscaping support, denotes allocated cycles (i.e., cuts) per facility and/or area, and includes acreage to be cut.
