Description

This is a public notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 � Synopsis of Proposed Contract Actions. The Library of Congress, Contracts and Grants Directorate, intends to award a sole-source firm fixed price contract to the Council on Library and Information Resources (CLIR). The work to be performed under the contract will be performed at the Library of Congress� Packard Campus for Audio Visual Conservation, National Audio Visual Conservation Center (NAVCC). The period of performance of the intended contract shall run for 1 year. It is valued at an amount below the simplified acquisition threshold (defined as $250,000 and below), but above $25,000 (the public notice threshold). The work shall consist of research, audiovisual production, and content revision and creation to fulfill nine tasks under the National Moving Image and National Recorded Sound Preservation Plans as mandated by public law;�USC Title 2, Chapter 5, Sections 179l-v and USC, Title 2, Chapter 27 (Public Law 114-217). The selected action items to be completed by the Contractor under this award are: Production of National Recording Registry Radio Programs ARSC Webinar Series Discography of American Historical Recordings (DAHR) website access enhancements Cylinder Identification Videos Library of Congress Resource Guide: �The Transformation of Cinema: Guide to pre-1916 Single-Reel Motion Pictures at the National Audio-Visual Conservation Center of the Library of Congress Local Television News Summit Restoration of the National Film Registry title �Requiem-29;� Cultural Competency Training for AV Archivists Development Coordinator onboarding This announcement constitutes the only public notice. Proposals are not being requested from other parties and a written solicitation will not be issued. This public notice accomplishes the following: Notice of the LC�s intent to sole source to CLIR; Synopsizing the requirements in accordance with the FAR; and Publically posting the approved Justification and Approval (J&A) to the public in advance of the contract award As a result of this, a second posting of the J&A is not required after the award has been made, as the public posting is being accomplished via this public notice. The following attachments are included in this notice: Attachment 1: Statement of Work Attachment 2: Sole Source Justification (Redacted for Public Release) No further notices shall be pursued at this time in regards to this contracting action.
