Description
Amendment #2 to this Combine Synopsis/Solicitation is to provide answers to several questions as noted below. The due date for this is hereby also changed to 19 Apr 2022 at 4pm in order to account for vendors to see the questions and answers directly below. All other terms and conditions of this posting remain unchanged.� Question #1 -�How Many Burn Rooms are there? Answer #1 -�There is one (1) burn room Question #2 -�What are the dimensions of the burn room(s)? Answer #2 -�13.6ft X 13.6ft Question #3 -�Are all Burn Rooms Class A or Class B? Answer #3 -�The Burn Room is Class B Question #4 -�What type of liners do the burn room(s) have? Answer #4 -�Marinite (calcium silicate made by BNZ materials out of New York) it is branded by WHP as Pagenite. Paginite 2, it is 1.2 inches thick. Behind the liner is battens also Marinite they are the pagenite 1 they are 1 inch thick. Amendment #1 to this Combine Synopsis/Solicitation is to provide the Statement of Work (SOW) attachment that was mistakenly left off the initial posting. The due date for this is hereby also changed to 18 Apr 2021 at 4pm in order to account for this amendment.� This is a Combined Synopsis/Solicitation for the procurement for the Edwards AFB Fire Emergency Services Department with inspection of its structural burn building and related Training Props at Edwards AFB, CA. The structural integrity of the live fire training structure shall be evaluated and documented by a professional engineer with live fire training structure experience and expertise. More details related to this acquisition are included in the attached Statement of Work (SOW). (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR Part 13) will be used for this requirement. (ii) Solicitation number: FA9301-22-Q-0015� *Please provide the full solicitation number on all packages* This solicitation is issued as a Request for Quote (RFQ). Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote. (iii) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2022-04, DPN 20220318, AFAC 2021-0726. (iv) This solicitation is provided for a small business set-aside. The North American Industry Classification System (NAICS) number for this acquisition is 541350 with a size standard of $8,000,000. (v) Period of Performance (PoP): 180 days period of performance. The CLIN structure is located in attachment �Sample Contract � FA930122Q0015"" (vi) �Edwards AFB Fire Emergency Services Department structural burn building inspection. (vii) n/a (viii) The provision at FAR 52.212-1, Instructions to Offerors � Commercial Items (Oct 2018), applies to this acquisition. Provisions and clauses can be viewed via internet at Acqusition.gov, https://www.acquisition.gov/ Offerors shall prepare their quotations in accordance with FAR 52.212-1. In addition, the following information shall be included: PROVIDE THE FOLLOWING CONTRACTOR INFORMATION WITHIN YOUR QUOTE: The solicitation number; The time specified in the solicitation for receipt of offers; The name, address, and telephone number of the offeror; DUNS Number: CAGE Code: A technical description of the items being offered in sufficient detail to evaluate compliance with the requirements in the solicitation. This may include product literature, or other documents if necessary; Terms of any express warranty Price and discount terms �Remit to� address, if different than mailing address; A completed copy of the representations and certifications at FAR 52.212-3 (see FAR 52.212-3(b) for those representations and certifications that the offeror shall complete electronically; Acknowledgement of solicitation amendments; If the offer is not submitted on the�SF 1449, include a statement specifying the extent of agreement with all terms, conditions, and provisions included in the solicitation. Offers that fail to furnish required representations or information, or reject the terms and conditions of the solicitation may be excluded from consideration. �(ix) The provision at FAR 52.212-2 Evaluation � Commercial Items (Oct 2014) applies to this acquisition. ADDENDUM to FAR 52.212-2, Evaluation � Commercial Items (OCT 2014) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Price (ii) Technical capability of the time offered to meet the Government requirement; (Your quote package MUST clearly show and demonstrate your company�s ability to meet the stated requirements outlined in the Statement of Work. Failure to provide enough information will result in a determination of quote being unresponsive to the solicitation.) This will be awarded to the Lowest Price Technically Acceptable Offeror. In order to be found technically acceptable the quote must demonstrate the contractor�s ability to provide the product and related service as outlined in the Statement of Work attachment. In addition, the Program Manager will evaluate quotes to determine technical acceptability. It is a pass/fail basis. If a quote fails, it will be determined to be not technically acceptable. Quotes will be reviewed in sequence with the lowest priced offer being evaluated first. All offers will be evaluated on their proposed Total Price. If the initial lowest price is found to be technically acceptable, award will be made to that vendor. Only one award will be made under this solicitation. (x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications �Commercial Items (Oct 2018), with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable. (xi) The clause at FAR 52.212-4, Contract Terms and Conditions � Commercial Items (OCT 2018), applies to this acquisition. (xii) The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statues or Executive Orders-Commercial Items, applies to this acquisition. Additional FAR clauses cited in the clause are applicable to the acquisition and listed in the attachment labeled �Sample Contract - FA930121Q0020�.
