Description
This is a combined synopsis/solicitation for services in which the government intends to acquire in accordance with FAR Part 13, Simplified Acquisitions Procedures. Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), Northwest Fisheries Science Center (NWFSC) is a marine research organization owned and operated by the U.S. Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS).�� The requirement is for contractor to perform tasks at the Point Adams Research Station located at 520 Heceta Place, Hammond, OR 97121 (Figure 1).� It was the location of a former U.S. Coast Guard facility in the early to mid-1900s.� It is comprised of five major buildings sitting on approximately 5.8 acres, located along the shoreline near the mouth of the Columbia River. The existing sewage lift system in the Main Building on this campus is more than 60 years old and has long exceeded its expected useful lifespan.� See Photos 1 and 2. The pumping system is located in the basement boiler room where a new furnace is located along with telecommunications equipment such as fire and intrusion alarm control panels.� It includes one (1) concrete tank belowground, two (2) submersed pumps, two (2) motors, one (1) four-inch vent pipe, and various control sensors. The tank is about four feet (4�) by four feet (4�) square by fifty five inches (55�) deep.� The concrete tank has a one half of one inch (��) thick steel plate top cover that is flushed with the basement concrete floor. �The exposed underside surface of this steel plate cover has superficial corrosion. The pumps are currently setup to operate as primary and augmented pumps.� They are not programmed to operate as lead-lag pumps.� Photos 3 and 4 show the rating on pumps and motors respectively.� Both motors are powered by a single 20-amp breaker at 240 volts with 12-gage wires.� Photo 5 shows the thickness of the vault cover steel plate to be about one half of one inch (1/2�). The control system is based on a simple water level actuating rod to start the pumps. The existing system has the following loads: seven (7) sinks; four (4) toilets; one (1) urinal; four (4) showers; and one (1) washing machine. The pump discharges, as shown in Photos 1 and 2, are 2-1/2 inches in diameter.� The pipe diameter transitions to a 4-inche pipe before the rising gate isolation valve and then turns horizontally into the swing check valve.� These two discharges are then go through a wall and merge into a single 6-inch Line.� The discharges lines are consisted of cast iron pipes and fittings. The contractor shall provide all required service, labor, parts, equipment, and materials to replace the following components as described below.� All work shall meet applicable federal, state, and local requirements.� If none exists, all work shall meet industry standards. �See attached Statement of Work for more information.� �All interested concerns must submit a quotation and documentation demonstrating the qualifications to provide services as described above within fifteen (15) days of the publication date of this notice. This announcement constitutes the only solicitation, quotations are being requested and a written solicitation has been issued. A firm-fixed order is anticipated to be issued in within 24 hours of closing date and time. Emailed Correspondence or Response to Solicitation should reference solicitation # ABL-22015, in the Subject line to ensure it is received successfully.� Evaluation and resulting award anticipated to within 48 hours of due date. This is a simplified acquisition with an estimated value of less than $150,000.00. The following provisions and clauses shall apply to this solicitation and resultant award.
