Description

This is a recompete for Combined Tactical Systems (CTS) Flashbang �Mini Bang� Model 7290M. This is a �first-time� purchase of Flashbang Fuses Model 7200M, combatable with CTS Flashbang Training Body 7290T. The United States Secret Service (USSS) requires the establishment of a multi-year IDIQ Firm Fixed Price contract for the acquisition of Flashbang �Mini Bang� Model 7290M and associated training bangs with reloadable fuses. They shall be commercially available.� The �mini bangs� to be acquired shall be suitable for use in the Agency�s operational and training and environmental conditions. The USSS has identified a need for up to $615,000 in tactical training grenades throughout the life of this contract. The device must utilize the M201 fuse w/ delay of 1.5+/-0.3 secs. The device must have a secondary safety device on the fuse to prevent inadvertent removal of the primary pin. Effects will be 175db in a 5 ft radius with 6-8 million candela in 8.5 milliseconds. Weight not to exceed 420 gm, height not to exceed 136.5mm, diameter not to exceed 38.1mm. The device shall not be reloadable. The device shall have directional porting (top and bottom). A review of other munitions under the term �flashbangs� identified multiple munition types and brands that can partially satisfy the specifications stipulated. However, only the CTS Flashbang, �Mini Bang� was able to meet the physical specifications, safety specifications, and performance specifications in totality. Other munitions that met some but not all the specifications were considered; however, the unique requirements in support of the USSS protective mission do not allow for deviation from the required specifications.
