- Pursuant to FAR Subpart 6.302-1 only one responsible source and no other supplies or services will satisfy agency requirements, the Naval Sea Systems Command (NAVSEA) on behalf of the US Navy and Foreign Military Sales Boats and Craft Program Office (PMS300) intends to issue a sole source contract to Silver Ships, Inc. (SSI) to procure twenty-eight (28) Assault Amphibian (AA) Safety Craft. The AA Safety Craft will be a follow-on procurement with minor modifications to the 11m Surface Support Craft (SSC) USMC Variant program. The AA Safety Craft is planned to be a modified repeat design of the current 11m SSC USMC Variant which is currently in production.� The requirements of the AA Safety Craft will require detailed knowledge and familiarity with the performance characteristics of the 11m SSC program.� Requirements include 11m deep V aluminum hull form proven to operate in sea state 3-4 with the requisite payload of no less than 24 crew passengers and equipment; forward console to accommodate, transfer and embark crew and passengers; equipped with the requisite lifesaving and support equipment; and currently in use with the USMC for training overwatch.� As the sole designer and boat builder for these 11m craft type, only SSI possesses the requisite knowledge and experience to satisfactorily perform the requirements and deliver the boats in the urgent timeline required. SSI retains the proprietary rights to the detail, design, data, and possesses the technical skills, logistic experience, and production facilities to design and construct this boat. A Request for Proposal (RFP) intends to be released to SSI to perform the update to the existing design of AA Safety Crafts with current technologies, changes due to obsolescence, and any required operational capability improvements for safety or suitability along with production of twenty-eight (28) crafts with first delivery anticipated in May 2023. All responsible sources�may�submit a capability statement, proposal, or quotation, within 15 days of posting which�shall�be considered by the agency. This pre-solicitation notice is being posted to the System for Award Management (SAM) (formerly Federal Business Opportunities (FBO)) website located at http://www.sam.gov. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award contracts. The Government is not soliciting, nor will it accept, proposals as a result of this synopsis. The Government will not reimburse respondents for any questions submitted or information provided as a result of this notice. This is not a solicitation or a promise to issue a solicitation and this information is subject to modification and in no way binds the Government to award a contract.
