- Federal Business Opportunities (FBO) SOURCES SOUGHT NOTICE Solicitation Number: 75N95022Q00200 Title:� Preventive Maintenance for Leica Confocal Laser Scanning Electron Microscope (SP*) for the National Institute of Neurological Disorders and Stroke (NINDS) Light Imaging Facility (LIF) Classification Code:� J066 Maintenance and Repair of Instruments and Laboratory Equipment NAICS Code:� 811219 Other Electronic and Precision Equipment Repair and Maintenance, Dollars or Number of Employees: $22 million Description:� The purpose of this acquisition is to acquire a service agreement (maintenance/repairs) for a Leica confocal laser scanning electron microscope (Equipment No.11367645, SN: 8100000221, Leica Model SP8) in the NINDS Light Imaging Facility. This requirement is for a Base Period with 4 options issued on a sole-source basis.� The SP8 microscope is a critical component in carrying out the NINDS mission. With its high resolution and high accuracy, the SP8 microscope is a major workhorse for high throughput data collection and evaluation which is required in the exploration of all aspects of research as performed by members across all NINDS. Background:� The National Institutes of Health (NIH) is the nation�s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people�s health and save lives. Purpose and Objectives: The National Institutes of Health (NIH) is the nation�s leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability, conducting, supporting and making medical discoveries that improve people�s health and save lives. The mission of NINDS is to seek fundamental knowledge about the brain and nervous system and to use that knowledge to reduce the burden of neurological disease for all people. To support this mission, NINDS: Supports and performs basic, translational, and clinical neuroscience research through grants� in-aid, contracts, scientific meetings, and through research in its own laboratories, and clinics. Funds and conducts research training and career development programs to increase basic, translational and clinical neuroscience expertise and ensure a vibrant, talented, and diverse work force. Promotes the timely dissemination of scientific discoveries and their implications for neurological health to the public, health professionals, researchers, and policy-makers. The Light Imaging Facility (LIF) provides NINDS investigators with access to state-of-the-art Laser Scanning Microscope (LSM) technologies in the Light Imaging Center.� This center supports research which expands NINDS�s understanding of the many aspects of neurological disorders and stroke. LIF�s goal is to apply knowledge derived from the basic research conducted in the Light Imaging Center to practical diagnostic applications that enhance human health and well-being. The Leica confocal laser scanning electron (SP8) microscope in this lab is the critical component in the carrying out the lab�s mission. The SP8 microscope is a critical component in carrying out the NINDS mission. With its high resolution and high accuracy, the SP8 microscope is a major workhorse for high throughput data collection and evaluation which is required in the exploration of all aspects of research as performed by members across all NINDS. Furthermore, the SP8 microscope is utilized by Division of Intramural (DIR) clinical investigators and trainees across all NINDS laboratories in pursuit of their research projects. A service agreement allows for quick repair, if needed and regular maintenance work to ensure continued use of the equipment which is required to perform at peak manufacturer�s standards. Project requirements: Contractor shall provide all labor and replacement parts to maintain normal operation of the existing SP8 microscope. Service shall be provided between the hours of 6 am and 6 pm, Bethesda, MD local prevailing time, Monday through Friday, unless indicated otherwise as follows: Contractor shall provide all replacement parts as required on an exchange (good-as-new) or new part basis in order to maintain the Leica SP8 Microscope (S/N: 8100000221).� Within Original Equipment Manufacturer (OEM) specifications. Contractor shall perform one (1) Preventive Maintenance Inspection during the twelve month period. It will be performed 180 days after award. Preventive Maintenance will be performed by a Leica-certified service technician. Service will include installation of hardware upgrades, calibration of the equipment, optimization of alignment for critical components, replacement of wear items, and overall inspection of the instrument to confirm that it is operating at peak efficiency and reliability. Contractor shall provide phone support from a certified technician within 1 business day and on-site service within 3 business days after it is determined that the problem cannot be resolved through phone support. Contractor shall provide unlimited technical support (by telephone and/or email) and remote diagnostics support at no additional cost to the Government. If remote diagnostics is unable to resolve an Leica microscope-related issue, Contactor shall provide OEM certified, trained service provider(s) on a priority response basis to perform on-site repairs of the microscope ( S/N: 8100000221). Contract shall provide emergency service. Time to arrive on site remains the same as for Service, however, completion will be based upon mutual agreement of the parties to set a firm completion date if the timeframe exceeds 4 weeks and discussions on labor, parts and cost. Contractor shall use only OEM-certified parts and components for all preventive maintenance and repairs, except for consumables, at no additional cost to the Government. Contractor shall be responsible for shipping and handling costs of the Leica microscope ( S/N: 8100000221) replacement parts and components. Contractor shall provide OEM-certified, trained service provider to perform all preventive maintenance, repairs, remote diagnostics and technical support. Contractor shall furnish all required Leica certified replacement parts at no additional cost to the Government. Contractor will provide free of charge any revisions to Leica software during the Agreement term. Contractor will not be responsible for repairs necessitated by user misuse or error, repairs required due to operator negligence, replacement of accessories and consumables, or problems associated with environmental conditions. This service agreement does not replace or alter new equipment warranties as given to the NINDS LIF. Anticipated period of performance: The anticipated period of performance is one 12 month base period and two option periods: Base Period: ������������������������� 9/1/2022 � 8/31/2023 Option Period 1 (Year 2):������ 9/1/2023 � 8/31/2024 Option Period 2 (Year 3): ����� 9/1/2024 � 8/31/2025 Other important considerations: Independently and not as an agent of the Government, the Contractor shall furnish all the necessary services, qualified personnel, material, equipment, and facilities, not otherwise provided by the Government as needed to perform the work mentioned above. Capability statement /information sought. Respondents must provide clear and convincing documentation of their capability of providing the services specified in this notice. Also, information must be provided in sufficient details of the respondents� (a) staff expertise, including their availability, experience, formal and other training; (b) current in-house capability to perform the work; (c) prior completed projects of similar nature; (d) corporate experience and other management capability; and (e) examples of prior completed Government contracts, references, and other related information. The respondent must also provide their� DUNS number, organization name, address, point of contact, and size and type of business (e.g., 8(a), HubZone, etc., pursuant to the applicable NAICS code and any other information that may be helpful in developing or finalizing the acquisition requirements. One (1) copy of the response is required and must be in Microsoft Word or Adobe PDF format using 11-point or 12-point font, 8-1/2� x 11� paper size, with 1� top, bottom, left and right margins, and with single or double spacing. The information submitted must be in and outline format that addresses each of the elements of the project requirement and in the capability statement /information sought paragraphs stated herein.� A cover page and an executive summary may be included but is not required. The response is limited to ten (10) page limit.� The 10-page limit does not include the cover page, executive summary, or references, if requested. The response must include the respondents� technical and administrative points of contact, including names, titles, addresses, telephone and fax numbers, and e-mail addresses. All responses to this notice must be submitted electronically to the Contract Specialist and Contracting Officer.� Facsimile responses are NOT accepted.
