Description
This is a SOURCES SOUGHT ANNOUNCEMENT ONLY. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought Announcement is for market research to make appropriate acquisition decisions and to gain knowledge of potential qualified Businesses interested and capable of providing the services described below. Documentation of technical expertise must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. Responses to this notice shall include the following: (a) company name (b) address (c) point of contact (d) phone, fax, and email (e) SAM Unique Entity ID Number (f) Cage Code (g) Tax ID Number (h) Type of small business, e.g. Services Disabled Veteran Owned small Business, Veteran-owned small business, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, Small Business HUB Zone business, or Other than Small Business, and (i) must provide a capability statement that addresses the organizations qualifications and ability to perform as a contractor for the work described below: The New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro SE, Albuquerque, New Mexico, 87108, has a requirement for a Joint Commission (JC) accreditation preparation survey for the upcoming 2023 fiscal year JC survey visit. The contractor shall have extensive experience and knowledge working with healthcare organizations and accreditation-related activities in providing technical and consulting services. The contractors consultants shall be intimately familiar with, and knowledgeable about, the VA culture and structure which differs from the private sector. Important information: The Government is not obligated to, nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. No sub-contracting opportunity is anticipated. The North American Classification System (NAICS) code for this acquisition is 541611 ($16.5 Million). Notice to potential offerors: All offerors who provide goods or services to the United States Federal Government must be registered in the System for Award Management (SAM located on the web at www.sam.gov). Additionally, all Service-Disabled Veteran Owned Businesses or Veteran Owned Businesses who respond to a solicitation on this project must be registered with the Department of Veterans Affairs Center for Veterans Enterprise VetBiz Registry located at https://www.vip.vetbiz.gov. All interested Offerors should submit information by e-mail to: timothy.harris5@va.gov. All information submissions to be marked Attn: Timothy M. Harris, Contracting Specialist and should be received no later than 1:00 pm EST on April 20, 2022. After review of the responses to this announcement, the Government intends to proceed with the acquisition and a subsequent solicitation will be published. JOINT COMMISSION ACCREDITATION PREPARTATION NEW MEXICO VETERANS AFFAIRS HEALTH CARE SYSTEM (NMVAHCS) PURPOSE: The New Mexico VA Health Care System (NMVAHCS) located at 1501 San Pedro SE, Albuquerque, New Mexico, 87108, has a requirement for a Joint Commission (JC) accreditation preparation survey. BACKGROUND: The NMVAHCS has a requirement for Joint Commission (JC) accreditation preparation survey for the upcoming 2023 fiscal year JC survey visit. The contractor shall have extensive experience and knowledge working with healthcare organizations and accreditation-related activities in providing technical and consulting services. The contractors consultants shall be intimately familiar with, and knowledgeable about, the VA culture and structure which differs from the private sector. SCOPE: During the two separate respective three-day regulatory compliance observations, surveyors will focus on the environment of care, life safety issues, and clinical care examination at the NMVAHCS. They will review documents, assess each focus area and make recommendations to improve compliance. Throughout the consultation, they will answer questions from staff, educate staff about ways to maintain compliance with the Joint Commission standards, and assess the medical center's progress toward achieving or maintaining compliance with the standards. The assessment and appraisal of current practice include the main facility campus and indirect observation of systems and processes throughout the State of New Mexico occurring in Clinic activities. SPECIFIC TASKS: Task 1 Clinical Care, Treatment and Services Survey. Subtask 1 Registered Nurse: Areas of health care provision, including Acute and Intensive Care, Ambulatory Services (indirectly affecting Community-Based Outpatient Clinic (CBOCs), Surgical Services, Medicine clinics, and Behavioral Health clinics in conjunction with a review of medical records, will be thoroughly examined by a certified Registered Nurse. The survey will include a mock survey with a gap analysis, a readiness assessment, and a document review related to health care delivery. Deliverables: Post Survey Report: 2 weeks after the on-site consultation, the Contractor will provide a written report that includes all findings and recommendations to improve compliance with each finding. Task 2. The environment of Care and Life Safety Survey Subtask 2 Environment of Care Engineer: The environment of care engineer will investigate facility-wide compliance in building or space arrangement, including special features that protect patients, visitors, and staff associated with safety and security, fire, hazardous materials and waste, medical equipment, and utility systems. Using the National Fire Protection Association standards, conducting a facility practice evaluation for facility engineering, housekeeping, and biomedical support staff to safely operate the building or space. The survey will include A mock survey with a gap analysis, a readiness assessment, and a document review related to health care delivery in the facility environment with a life safety standards assessment. Deliverables: Post Survey Report: 2 weeks after the on-site consultation, the Contractor will provide a written report that includes all findings and recommendations to improve compliance with each finding. Performance Monitoring: The Executive Leadership Team will coordinate with the NMVAHCS Continuous Readiness Coordinator (CRC) on the performance and evaluation of the surveyors as they respectively inspect the facility in preparation for the Joint Commission tri-annual survey. The surveyors will be accompanied at all times by representatives from Engineering, BioMed, Environment (housekeeping) Services. The respective services and the CRC will maintain constant communication and evaluate performance under Joint Commission standards. Security Requirements: In reference to VHA Handbook 6500.6 Appendix A, Block 6, the service included in this contract does not involve connecting IT devices to a VA network. Therefore, C&A and SAP do not apply, but the following from App C apply. The Contractor will not access VA computers or IT infrastructure. The Contractor will have access to VA medical records and information contained therein. In reference to VHA Handbook 6500.6 Appendix A, Block 7, the service does not involve storing, generating, transmitting, or exchanging VA-sensitive information. The TMG surveyors will be escorted and access patient records with the oversight of their respective service escort. Place of Performance: The location of the services for both consultative visits will be the Raymond G. Murphy VA Medical Center, 1501 San Pedro SE, Albuquerque, New Mexico 87108. Period of Performance: The expected period of performance for this requirement for the two different 3-day events in noted below: One Environment of Care Engineer will conduct a 3-day facility-wide compliance investigation during the week of July 26 28, 2022. One Registered Nurse will conduct the survey for 3 days (2 days focused on inpatient hospital and clinic care), (1 day in the behavioral health residential program) during the week of August 23 25, 2022. The Contractor shall treat all deliverables under the contract as property of the U.S. Government. The Government shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. The Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected from release by the Freedom of Information Act. The Department of Veterans Affairs owns the rights to all data, records, supporting documentation (paper and electronic) produced as part of this contract.
