Description
The U.S. Food and Drug Administration's (FDA) Office of External Affairs (OEA) coordinates the FDA's communication to the news media, health professionals, patient advocates, consumers, industry, advocacy groups, and the general public.� The OEA serves as the agency focal point for preparing, clearning, and disseminating news announcements and consumer information representing agency policy on FDA actions and activities. In accordance with Executive Order 13166:� Improving Access to Services for Persons with Limited English Proficiency�(Title VI of the Civil Rights Act of 1964), Section 1138 requirements of the Food and Drug Administration Safety and Innovation Act of 2012, and the FDA Food Safety Modernization Act of 2011, the FDA is committed to ensuring equal and meaningful access to adequate information in other languages about FDA regulated products, with a special focus on populations with limited English proficiency and international stakeholders.� The OEA intends, through this procurement, to deliver translation and interpretation services to a variety of FDA audiences, to enhance the mission of FDA by providing multilingual services in a variety of platforms and formats. The FDA seeks to continu to ensure timely and effective dissemination of information in foreign languages to news media, patients, consumers, and stakeholder groups, and fulfill the agency's growing demand for quality content in a wide array of languages. The agency seeks to establish an Indefinite Delivery/Indefinite Quantity (IDIQ) contract to provide foreign language translations and interpreting services in a cost-effective and timely manner.� This type of contract will also allow the agency to request foreign language services to produce communications, educational campaigns, audio and video materials, multimedia and graphic content, or any related services into any foreign language as requested or on ad-hoc basis to fulfill the needs of individual projects. Other FDA centers and offices will be able to place task orders under this Contract, up to the IDIQ Ceiling.� This will allow other centers and offices to provide language services to meet the needs of the consumers, patients or stakeholders they serve and to improve the timeliness quality and consistency of FDA multilingual communications. The objectives are: 1. Increase translation output and turnaround (more materials into more languages) 2. Reduce response time for emergency language services 3. Provide the highest quality language services The Contractor shall provide translation, interpretation, transcription, and document formatting services for the FDA for various forms of communications (written and oral) over various platforms (e.g., FDA.Gov). Materials for written translation and document formatting may include, but are not limited to press releases, consumer articles, fact sheets, reports, infographics, scripts, social media posts and images, web pages, and other documents. Oral communications for interpretation and transcription services may include, but are not limited to, in-person or virtually interpretation for small or large meetings, over the phone interpretation, and recording voiceovers for videos or multimedia materials. The Contractor shall ensure efficient timeliness and qualtiative languge services, the usage of proper legal, medical, and technical terminology based on the nature of communication, accuracy in langauge and structure, and confidentiality of the communications. The Contractor shall have experience in providing foreign language services for U.S. Government Agencies.� Experience providing these services to multinational organizations, inter-government organizations, business companies, NGOs, or United Nations agencies or similar is an advantage. The Contractor shall furnish all qualified personnel, necessary equipment, materials and supplies, transportation, security clearance and background investigation verification, and other items or services necessary to perform the work descried in this Statement of Work, except as specified as Government-furnished.
