- WC-130J AN/ARC-210 Generation 6 The 645th Aeronautical Systems Group (645 AESG/WIJK) Big Safari, Air Force Materiel Command, Air Force Life Cycle Management Center, Wright-Patterson AFB OH, intends to solicit and award a sole source, firm-fixed-price (FFP) and cost-reimbursable (CR) contract based on FAR 6.302-1, Only One Responsible Source. The intended source is L-3 Communications Integrated Systems L.P., Integrated Aerospace Systems (L3 IAS) (Cage Code: 0GCL4). �Four (4) of the ten (10) Air Force WC-130J aircraft are currently undergoing modification by L3 IAS to replace the AN/ARC-210 Generation 3 transceiver with the AN/ARC-210 Generation 6 transceiver on the Aerial Reconnaissance Weather Operator (ARWO) pallet to meet an urgent initial operational capability need date. The remaining six (6) aircraft require the same modification to support a full operating capability to support the 2023 hurricane season, which officially begins 1 June 2023. This sources sought synopsis is being issued to provide other potential offerors the opportunity to provide capability statements with respect to the requirement described in the following paragraph: This effort will provide for management, engineering, installation, and documentation needed to modify six (6) WC-130J aircraft to replace the AN/ARC-210 Generation 3 Transceiver with the AN/ARC-210 Generation 6 transceiver. Full Operational Capability (FOC) of the AN/ARC Generation 6 transceiver is required for the 2023 hurricane season (1 June 2023). Contract award is expected to occur as soon as possible, with a target award by date of 1 June 2022. The contract period of performance will be such that the capability is in place to support the 2023 hurricane season, which begins 1 June 2023. This is a sources sought synopsis, and not a request for competitive proposals. No solicitation is available. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies/services by the required need date. Information received will be considered solely for the purpose of determining whether a competitive acquisition is possible. The Government will consider all information received by 29�April 2022 at 5:00 PM EDT. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. Response Requirements are outlined below: Approach to addressing how responder will provide management, technical, and installation needed to modify six (6) WC-130J aircraft with the AN/ARC-210 Generation 6. Responses shall be less than 15 pages in length. Responses shall be submitted via email with the subject line: �FA8620-22-F-4028 � ARC-210� to the contracting officer and contract specialist listed herein as .pdf, .doc, .docx, .xlsx, .xlsm, and/or .xls files. All other document types will be deleted. Please note that all prospective contractors must be registered in the System for Award Management (SAM) database, formerly the Central Contractor Registration (CCR), to be awarded a Department of Defense contract. In accordance with AFFARS 5352.201-9101, an Ombudsman has been appointed for this acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. The Ombudsman should be contacted only with issues or problems that have been brought previously to the attention of the Program Manager and/or Contracting Officer and could not be resolved satisfactorily at that level.
