- REQUEST FOR INFORMATION (RFI) Department of State,�Office International Narcotics Law Enforcement/ Office of Aviation (INL/A) Repair / OverHaul� / Modification of�Honeywell T53 (series) Turbine Aircraft Engines Sources Sought Criteria: The Department of State (DoS), Office of Acquisitions Management (AQM) is Conducting market research on behalf of The Bureau of International Narcotics and Law Enforcement Affairs (INL), Office of Aviation, and has been designated the lead agency within the Department of State (DOS) to seek out sources capable of providing Original Equipment Manufacturer (OEM) approved facilities for the overhaul, repair, modification, and limited life cycle support of DoS provided Honeywell T53 series Turbine Aircraft Engine to the most current Original Equipment Manufacturer (OEM) specifications, but not limited to the following: ����������� all applicable OEM repair and overhaul specifications ����������� all OEM Service Bulletins (SBs), Service Letters (SLs), and Service Instructions (SIs) ����������� all Federal Aviation Administration (FAA) Airworthiness Directives (ADs) Total inventory presently consists of approximately 84 Honeywell T53-L-703 engines. This announcement Request for Information (RFI) is in support of market research to determine the feasibility of a competitive acquisition and to identify potential sources that can provide the repair, overhaul, modification of the Honeywell T53 series Turbine Aircraft Engine; as described in Federal Acquisition Regulations (FAR) Sub-Part 15.201(c)(7).� The purpose of the RFI is to obtain market research, pursuant to FAR Part 10, Market Research, and to identify businesses capable of performing the functions described herein.� Offerors shall clearly identify their business status (small, HUBZONE, 8(a), women-owned, etc.), in the first paragraph of their cover letters.� Offerors shall be considered large businesses if the business status is not provided.� The NAICS code for these services is 336413.� The OEM approved sources must provide their capabilities through examples of previous and/or current contracts or experience directly related to Honeywell T53-L-703 Turbine Aircraft Engine types of OEM specifications.� REQUIREMENT: Include Table 1: Engine Type Additional information is included in the Draft Statement of Work This announcement is to determine the degree of interest and capability of interested vendors and will be on an as needed basis to provide Honeywell T53 series Turbine Aircraft Engines �Repair/Overhaul/Modification maintenance services to the government of the United States. � NOTE:� Pricing information is not requested, SHALL NOT be submitted, and will not be considered at this time. Interested parties response should include information on your company�s ability/qualifications to provide the services identified in the RFI.� Interested parties shall demonstrate their ability to perform task order management, transition-in activities, and new development activities if applicable. Interested parties must clearly demonstrate capabilities through examples of previous and/or current Honeywell T53 series engines contracts or experience directly related thereto. Interested parties must specifically address the following criteria: Company must be able to provide proof of authorized OEM certification for overhaul, repair, modification, and conversion of Honeywell T53 series engines. Company must list all applicable categories in the Table 2 attached. Include Table 2:� General Requirement� RFI RESPONSE CONTENT AND FORMAT: * NO TELEPHONE CALLS WILL BE ACCEPTED * (a) The Government is not interested in marketing responses and such generic documents will not be considered by the Department. Only responses meeting these specific instructions shall be included in the Department�s market research analysis. (b) Failure to comply with any of these instructions may result in removal of the response from the Department�s RFI/market research analysis.� The Department is under no�obligation to request clarification or additional information not provided in the initial response. (c) RFI respondents ARE required to supply all requested information under this RFI. (d) If any item supplied by the respondent is the exact brand or equal and part number, it must be clearly stated, and complete information provided. (e) All documents must be submitted in the government-supplied Microsoft Word document format.� The final document is then saved in .pdf format and submitted via e-mail. (f) Fold out charts for tables or graphics are allowed and each foldout counts as a single page and counts towards the total page limit (15 pages).� Charts and graphics must be in Microsoft Excel, or PDF format.� Proprietary information submitted in response to this RFI will be protected from unauthorized disclosure as required by the Federal Acquisition Regulation (FAR). All proprietary markings should be clearly delineated.� The respondent shall identify where data is restricted by proprietary or other rights and mark it accordingly. RESPONSE SUBMISSION: Responses must be submitted electronically to the e-mail address provided herein.� Packages must be prepared in Microsoft Word, converted into a .pdf format and sent via E-mail attachment along with any/all supporting documents to Lisa Goodwine at email address: GoodwineLC@state.gov received no later than April 28, 2022 at 1:00 PM Eastern Standard Time (EST), the closing date/time of this posting.
