- Sources Sought Note: This is not a solicitation but rather a Request for Information (RFI/Sources Sought) for market research purposes only. Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 5, is issuing this Sources Sought in order to identify capable firms and obtain information for planning purposes only. Responses must be submitted by 4:00 PM EST, April 20, 2022. Submit responses to this Sources Sought via email to theresa.thomas7@va.gov All SDVOSB and VOSB firms that respond shall include proof of CVE certification via www.vip.vetbiz.gov. All small business firms that respond shall include proof of small business status via their Representations and Certifications in accordance with (FAR 4.1102 Policy). While SDVOSB/VOSB firms are preferred, all capable firms are welcome to respond to this Sources Sought. All respondents to this Sources Sought shall include as part of their response answers to the below questions and provide any additional pertinent information that supports the answers. If there are any ambiguities in this Sources Sought, please identify them in your response. The results of this market research will assist in the development of (1) the requirement, and (2) the acquisition strategy (e.g., socioeconomic set-aside, full and open competition, etc.). VA assumes no responsibility for any costs incurred associated with the preparation of responses. STATEMENT OF WORK MEDTRONIC SKEETER DRILL / IPC CONSOLE Brand Name or Equal to 1.0 General 1.1 Background The mission of the Hershel Woody Williams VAMC is to provide whole health care for veterans of military service. The mission of the Surgery Department is to provide safe, efficient, high quality surgical care. This acquisition is required to be able to provide complex ear procedures including cochlear implants, tympanoplasty, mastoidectomy, and endoscopic sinus surgery with debridement. 1.2 Objective The requested acquisition is for quantity 1 Medtronic IPC Console and quantity 2 Medtronic skeeter drills. The requested acquisition will replace equipment that is end of life per BME and has exceeded the limits of serviceability per the manufacturer. Without purchase of the requested acquisition community care referrals for surgical ENT procedures will be increased. The requested equipment supports equipment that the facility has recently invested in including a stealth navigational system for CT guided sinus endoscopy. This acquisition supports the mission of Hershel Woody Williams VAMC to provide high quality, surgical care and will prevent these Veterans from being referred to community care. 1.3 Scope of Work The key elements of this requirement are that the selected power console and microdrill will be compatible with each other and that the console will be compatible with the Medtronic M5 micro debrider # 1899200. 1.4 Period of Performance Period of performance is not applicable. (1) Foot pedal must offer variable speeds for maximum control during ENT surgery. (2) The power console must be capable of powering handpieces that can remove soft tissue, hard tissue and bone. (2) Must be compatible with a variety of Medtronic ENT handpieces including the skeeter drill and the M5 micro debrider. (3) The power console must have a suction-irrigation system that provides a solution for irrigation control in the OR. (3) The microdrill must be compatible with burs ranging in size from 0.5mm- 2.3mm. (3)
