- DLA Troop Support has issued a Request for Proposal (RFP) for a fixed price with economic price adjustment, Indefinite Delivery Indefinite Quantity (IDIQ) Contract for the manufacture and delivery of Acrylic Sand Bag, size 26� x 14�.� The sand bag is required in two colors. NSN 8105-00-935-7101, camouflage green 383 shall be color 34094 per FED-STD-595.� NSN 8105-01-331-3704, shall be a lusterless tan approximating any of the following colors of FED-STD-595: 30279 through 30315, 30324 and 30450 for color 2. The solicitation is issued as a 100% Small Business Set-Aside. The Government anticipates a multiple-award IDIQ contract.� The contract will consist of a base ordering period of two (2) years and three (3) one-year option periods.� The guaranteed minimum for the resultant contract is a one-time obligation during the base period of $113,000.00 per award made, for the life of the contract regardless of any exercised option periods.� The estimated 5-year contract value is $13,200,000.00 and the contract maximum is $20,000,000.00 (Including Options).���� Delivery will be FOB ORIGIN. The Government required delivery schedule is 30 days, contingent on the quantity of an order. The annual estimated demand for each NSN (1 � Camouflage Green and 2- Lusterless Tan) is 2,186 HD. The NAICS code is�314910�and the size standard is 500 employees. The acrylic staple fibers used in manufacturing the acrylic sandbags are NOT currently produced in the United States.� Therefore, a Domestic Non-Availability Determination (DNAD) for Acrylic Staple Fiber for Acrylic Fabric Sandbags was sought and obtained in October 2008 and remains in effect. This determination provides an exception to the Berry Amendment restrictions.� FAR Part 12 Acquisition of Commercial Items and FAR Part 15 Contracting by Negotiation procedures will be utilized.� Lowest Price Technically Acceptable in accordance with FAR 15.101-2 will be the source selection approach. This is NOT a Request for Proposal, Request for Quote, or Invitation for Bid. The Government is in no way obligated to purchase any material as a result of this notice.
