- 1.0 Description of Intent This post releases the Draft Request for Proposal (RFP) W56HZV-22-R-0026 for the Detailed Design, Prototype Build and Test Phase of the Optionally Manned Fighting Vehicle (OMFV) to interested parties for review. Section J of the Draft RFP W56HZV-22-R-0026 identifies which attachments are Unclassified Controlled Information (CUI)/Classified. See Paragraph 4.0 for the Instructions on how to request CUI/Classified. Please note that the there are no updates to the OMFV Objective Architecture Performance Specification (P-Spec) Rev003 (Attachment 0008) Classified OMFV P-Spec Rev003 (Attachment 0029), or Ground Combat Systems Common Infrastructure Architecture (GCIA) Rev002 (Attachment 0028) that were released previously on 28 February 2022. These documents are available upon request for those who did not previously receive a copy. 2.0 Industry Feedback/Comments Deadline for Submission: Industry Feedback/Comments on the Draft RFP are to be provided no later than 1200 (EDT) on 2 May 2022.� Comments should be recorded within the appropriate Comment Resolution Matrix (CRM) MS Excel Spreadsheet.� Included within this posting are a template CRM for the OMFV P-Spec Rev003, GCIA Rev002, and DRFP W56HZV-22-R-0026.� Replace �(Blank)� with Company Name when submitting your CRM to the Government. 3.0 Method of Delivery for Industry Feedback/Comments: 1. Unclassified CRMs shall be sent via email to the OMFV Mailbox at usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil. CRMs that contain CUI Information shall be sent by DoD SAFE to the OMFV Mailbox. Please contact the OMFV Mailbox 48 hours prior to submission for a DoD SAFE Link. 2. All classified information shall be sent by any approved method referenced in the NISPOM rule to the MCS-OMFV classified mailing address below The preferred method of delivery for classified information is by US mail, for example, USPS Express Mail delivery. The subject line of your email shall state (exclusive of the parenthesis): ""(Company Name) � Request Copy of the CUI Attachment XXXX, XXXX, and XXXX"". 2. The body of your email should list each CUI document requested (Attachment Number and Title) and provide explanation of your governmental purpose for documents. 3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format): � � A. Company name, address, and corresponding CAGE code. � � B. A copy of your DD2345, Militarily Critical Technical Data Agreement, approved by the Joint Certification Office (JCO). � � C. Indicate if you are interested as �Prime� or �Subcontractor�.� Prime means the offeror, the entity that would be awarded the U.S. Army contract. Subcontractor means any team member, supplier, distributor, vendor, or firm that furnished supplies or services to or for a prime contractor or another subcontractor Note: The requested document will be sent to only the Data Custodian listed on the DD2345. Classified Requests: If your organization would like to receive a Draft RFP document that is Classified, please send an email to usarmy.detroit.peo-gcs.mbx.mcs-omfv-contracting@army.mil following the below: 1. The subject line of your email shall state (exclusive of the parenthesis): ""(Company Name) - Request copy of the Classified OMFV Performance Specification Rev003"". 2. The body of your email should provide an explanation of your need to know. 3. Your email must also include the following information (when emailing attachments please ensure they are in a .doc, .docx, or .pdf file format): � � A. Company name, address, and corresponding CAGE code. � � B. Verification of an approved SECRET Facility Clearance (i.e., National Industrial Security System (NISS) document) � � C. If you have certification of classified processing, please provide� � � D. Facility Security Officer (FSO) and contact information � � E. Defense Counterintelligence and Security Agency (DCSA) Representative name and contact information � � F.
