- 2 PRE-SOLICITATION NOTICE: The Department of Veterans Affairs, National Cemetery Administration (NCA) intends to issue a solicitation, number 36C786-22-R-0020 entitled, Georgia National Cemetery, General Construction Expansion, Phase 2, located at 1080 Scott Hudgens Drive, Canton, GA, 30114 on or about May 16, 2022, unless additional notice is given, or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on Contract Opportunities at www.beta.sam.gov . The acquisition type for this solicitation will be Request For Proposal (RFP). This RFP will utilize the Electronic Bid delivery/opening process. There will be no offers mailed, email, USP, FedDex, or otherwise stated, with the exception all prospective offers MUST BE SUBMITTED via our government vendor portal weblink: https://www.vendorportal.ecms.va.gov YOU MUST REGISTER YOUR COMPANY AT THIS WEBISTE BEFORE SUBMISSION. Official Site Visit: This area of concern will be addressed in more detail in the upcoming issuance of Request For Proposal (RFP). Per VAAR 836.204, The construction magnitude for this requirement is between $10,000,000 to $20,000,000. The NAICS is 237990 Other Heavy and Civil Engineering Construction and the business size standard is $36.5 Million. The basic scope of work (Base Item) is as follows: The construction contractor shall provide all labor, materials, tools and equipment, and services necessary to construct this project. Scope of this project is to implement the existing masterplan and provide additional burial opportunities to Georgia National Cemetery. In addition, this project corrects items identified in the Facility Condition Assessment (FCA). This project adds approximately 6,624 pre-placed double-depth crypts in 3 x8 plots (PPC); 362 oversized preplaced double-depth crypts in 5 x10 plots (OS); 294 traditional full casket gravesites in 5 x10 plots; 6,944 in-ground cremation sites in 4 x4 plots (IGC); and 7,300 columbarium niches (CN), and associated site and infrastructure requirements in accordance with provided Drawings and Specifications. Another goal of this project include four option items. These option items must be bid separately from the main scope and independent of each other. NCA reserves the right to award these option items based on available funding. OPTION NO. 1: Administrative Building Renovations. OPTION NO. 2: PIC Additions/Renovations (includes building addition, new cortege lane and all associated improvements shown on drawings). OPTION NO. 3: FCA Improvements (Sheet CS001). OPTION NO. 4: Columbarium D. OPTION NO. 5: Service Emblem Replacement. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at Beta.SAM.gov and have completed online Representations and Certifications prior to contract award. Offers received from concerns that are not Service-Disabled Veteran-Owned Small Business (SDVOSB) concerns shall not be considered.
