- Description
- This is a SOURCES SOUGHT NOTICE to determine the availability and capability of qualified small businesses (including certified 8(a), Small Disadvantaged, HUBZone firms; Veteran and Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Department of Housing and Urban Development (HUD), Single Family Post Insurance Division (SFPID), Single Family Claims Branch (SFCB), requires contractor support to modernize the data collection and reporting tools for its manual claim payment process and financial operations. Services shall include a business process improvement plan and implementation of the new tools. Place of Performance: The Contractor shall perform the services at the Contractors facility. Period of Performance: The Period of Performance shall be for one base period of 12-months and two 6-month option periods. Background: SFCB utilizes 12 data collection and reporting tools to maintain and track mortgagee defaulted loan claim calculations and financial transactions. The approximate size of data residing in the tools is 15 GB. When a homeowner defaults on an FHA-insured mortgage, the mortgagee presents a claim for mortgage insurance benefits to the SFCB. Lenders submit Form HUD-27011, Application for Single Family Insurance Benefits (Parts A-E) for this purpose. Initial claim submissions are made electronically. In some instances, mortgagees need to file a new or corrected claim where a previously paid disposition claim is present in HUDs system. Due to system constraints, these claims cannot be filed electronically and must be submitted manually. These manual claims are submitted to the SFCB where they are logged and tracked. The use of 12 separate data collection tools has become cumbersome and SFCB requires contractor support to modernize the process and ensure seamless functionality. The 12 data collection and reporting tools are as follows: Assignment Claims CWCOT Claims PFS Claims Reconveyance Claims Verification Worksheet Refund Payment System Cash Transfer 557 Manual Disbursement Master File System Special Held Accounts Receivable Reconciliation System (ARS) Payment Approval Loss mitigation � Constraints: The services identified in the PWS will adhere to the rules, regulations, laws, standards and conventions identified by HUD as well as within the Federal Government. �Constraints include the following: Title 24 of the Code of Federal Regulations (CFR) Part 203 https://www.ecfr.gov/cgi-bin/text-idx?SID=8656aaea362a338453884455d6d49edc&tpl=/ecfrbrowse/Title24/24cfr203_main_02.tpl Mortgagee Letters related to FHA single family insurance claim processes HUD issues FHA Mortgagee Letters to inform Mortgagees about FHA operations, policies, procedures, and changes. Mortgagee letters are issued randomly. These support services shall include: Business Process Improvement Support Implementation of the Modernized Tools Specific Tasks Business Process Improvement Support The Contractor shall evaluate twelve (12) existing data collection and reporting tools utilized for manual claim calculations and disbursements to ensure the results are aligned with automated claim processing system calculations for compliance with Single Family Housing Policy Handbook (HUD Handbook 4000.1). The Contractor shall submit a draft business process improvement plan 30 days after contract award to the COR. The plan shall include the following recommendations/suggestions: Findings of the current processes and if there is an option to consolidate the 12 tools into fewer than 12 tools based on the content and functionality Recommendations for redesigned/modernized tools and functionality to streamline the work processes The modernized/revised tools shall align with HUDs automated claim system calculations The modernized/revised tools shall align the manual disbursements process to ensure the results are aligned with the appropriations process � The Contractor shall submit a final Business Improvement Plan 10 business days after final approval of the draft plan via email to the COR. Implementation of the Modernized Tools The Contractor shall implement the new data collection and reporting tools within 120 business days from SFCBs approval of the process improvement plan. The claim calculation tools shall calculate the claim payments, generate the calculation reports and retain all calculations for risk analysis and management reports. The manual disbursement tools shall classify various funds, generate the schedule reports and retain historical financial data for risk analysis and management reports. The new tools shall include all functionalities from the 12 existing data collection tools. The Contractor shall maintain and improve the tools throughout the contract period. The Contractor shall attend weekly status update meetings with SFCB. Operations Manual The Contractor shall create and submit one (1) Operations Manual for each of the data collection tools that explains the functionality of the tool. The operations manuals shall be submitted 10 business days after the implementation of the tools. However, be advised that generic capability statements are not sufficient for effective review of respondents� response. It must directly demonstrate the company�s capability, experience, and/or ability to marshal resources to effectively and efficiently perform each of the tasks described above in sufficient level of detail to allow definitive numerical evaluation; and evidence that the contractor can satisfy the minimum requirements listed above in compliance with FAR 52.219-14 (�Limitations of Subcontracting�). �Failure to definitively address the requirement will result in a finding that respondent lacks the capability of performing the work. Responses to this notice shall be limited to ten pages, and must include: Company name, mailing address, e-mail address, telephone and FAX numbers, website address (if available), and the name, telephone number, and e-mail address of a point of contact having the authority and knowledge to clarify responses with Government representatives. Name, title, telephone number, and e-mail addresses of individuals who can verify the demonstrated capabilities identified in the responses. Business size for NAICS 541611 (size standard $16.5 million or number of employees) and status, if qualified as an 8(a) firm (must be certified by SBA), Small Disadvantaged Business (must be certified by SBA), Woman-Owned Small Business, HUBZone firm (must be certified by SBA), and/or Service-Disabled Veteran-Owned Small Business (must be listed in the VetBiz Vendor Information Pages). DUNS number, CAGE Code, Tax Identification Number, and company structure (Corporation, LLC, partnership, joint venture, etc.).� Companies also must be registered in the System for Award Management (SAM) at https://www.sam.gov/portal/SAM/#1 to be considered as potential sources. Identification of the firm's GSA Schedule contract(s) by Schedule number and contract number and SINs that are applicable to this potential requirement are also requested. If the company has a government approved accounting system, please identify the agency that approved the system. Please submit copies of any documentation such as letters or certificates to indicate the firm�s status (see item #3, above) Teaming arrangements are acceptable, and the information required above on the company responding to this announcement, should also be provided for each entity expected to be teammates of the respondent for performance of this work.
