- This is a sources sought announcement only. This is not a solicitation for proposals and no contract will be award from this announcement. The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 339112 Surgical and Medical Instrument Manufacturing with a size standard 750 employees. The Department of Veterans Affairs (VA), Network Contracting Office 16 (NCO 16) is seeking to identify any vendor capable of providing a dual frequency electric surgical knife in support of the healthcare of our Veterans and eligible beneficiaries of the Department of Veterans Affairs, Gulf Coast Veteran Health Care System (GCVHCS), 400 Veterans Avenue, Biloxi, MS 39531. A dual frequency electric surgical knife (scalpel) allows for the instant cutting and coagulation of bleeding blood vessels and less cellular damage than non-dual frequency electrosurgical units. The following information will assist NCO 16 with market research and potential qualified sources: Surgitron Dual EMC/90 by Ellman brand name or equal. Please provide warranty and installation information and pricing. Prior to issuing a solicitation, and pursuant to the Veterans First Contracting Program, the VA is trying to ascertain if there are any qualified Service Disabled Veteran Owned Small Businesses (SDVOSB) or Veteran Owned Small Businesses (VOSB) with the capability of providing the above services: (Respondents are not limited to SDVOSB/VOSB concerns; the Government seeks to identify all potentially interested sources). Responses to these sources sought must include the following information: 1. Your company name, address, contact person name, phone number, fax number, e-mail address(s) and ueiSAM number (i.e. LV91LJ4B1Z98), DUNS number, and company website if available. 2. Your company GSA/FSS contract number if available. 3. Socio-economic status of business (i.e. SDVOSB/VOSB, 8(a), HUB Zone, Women Owned Small Business, Small disadvantaged business, or Small Business HUB Zone business) 4. Capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. a. Is the item manufactured in the United States? b. Is the item manufactured by a small business? 5. Vendors are requested to submit estimated market research pricing with their responses. The estimated pricing will be considered when determining the procurement strategy for the future solicitation. (e.g. if CO determines that capable small businesses cannot provide fair and reasonable pricing, then the solicitation will not be set-aside). 6. Distributors: You must provide a letter stating that your firm is an authorized distributor of the product. The VA does not accept grey market items. Grey/gray market also known as a parallel market, is the trade of a commodity through distribution channels which, while legal, are unofficial, unauthorized, or unintended by the original manufacturer. Please note that if no responses to this notice are received, from either authorized distributors of the cited brand name nor from manufacturers marketing a potentially equivalent brand, then this action will be sole sourced to the manufacturer cited in the brand name section above. Interested vendor should submit an email to troy.davis@va.gov. All responses must be received in writing no later than 12:00 PM CST on April 20, 2022. Questions or inquiries will not be answered or acknowledged, and no feedback or evaluations will be provided. No solicitation document is available at this time. Vendors interested in providing an offer will have to respond to a solicitation announcement that shall be published separately.
