- Under the authority of FAR 8.405-6(a)(1)(i)(B), the National Geospatial-Intelligence Agency (NGA) intends to Limit Sources, by issue a modification to the Data Services Core Development Team (Data CDT) contract to extend the current contract for up to 7 months (PoP ends 30 April 2022). This will allow sufficient time to complete necessary work, without which would put the Government at risk, while also allowing for the solicitation, award, and transition period of a follow-on contract available as a competed small business set-aside. The Data CDT contract, providing the development, deployment, integration, and sustainment of dissemination capabilities for Electronic File Delivery 3.0 (EFD 3.0), and EventKit, was competitively awarded in May 2019, as a small business set-aside GSA/FSS task order to Octo Consulting Group, Inc., 10780 Parkridge Blvd. FL 4, Reston, VA, 20191. NGA believes Lockheed Martin is the only source reasonably available to satisfy the requirements. Pursuant to FAR 8.405-6(a)(1)(i)(B), �Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.� The modification to extend the support services providing under the Data CDT contract is to support critical software development and systems engineering efforts providing enhancement of existing capabilities that enable the technical evolution for the continuation of software development for EFD, the continuation of operations and sustainment for EventKit, and provide for a coordinated transition for the follow-on contract. The performance of work requires technical expertise and experience in Systems Engineering, Software Development, and Program Management. The period of performance for this requirement will be for an extension of 7 months. This notice is in accordance with FAR Subpart 5.2, and is not a request for competitive proposals. All responsible sources may submit a capability statement, proposal, or quotation in sufficient detail, which shall be considered by the NGA. A determination by the Government to compete the proposed procurement based on the responses to this notice is solely within the discretion of the Government.
