- THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the National Aeronautics and Space Administration (NASA), Goddard Space Flight Center (GSFC) to post a draft Statement of Work (SOW), draft Contract Deliverable Requirements List (CDRL) and draft Attachment K to solicit responses from vendors interested in bidding on the implementation phase of the Geostationary and Extended Observations (GeoXO) Imager (GXI) instrument. The GXI is a multi-channel, visible through infrared, passive imaging radiometer used to measure environmental data. The GXI mission objectives are as follows: Provide environmental data that will be used by NOAA and other public and private agencies to produce routine meteorological analyses and forecasts Maintain continuity of Geostationary Operational Environmental Satellites (GOES) services to the user agencies Provide environmental data that will be used to expand knowledge of mesoscale and synoptic scale storm development and provide data that may be used to help in forecasting severe weather events The GXI SOW defines the set of tasks and deliverables necessary to design, analyze, develop, fabricate, integrate, test, verify, evaluate, support launch, supply and maintain the instrument Ground Support Equipment (GSE), and support Mission Operations at the NOAA Satellite Operations Facility (NSOF). The GXI CDRL defines the requirements for deliverable data to be provided by the GXI Contractor. Attachment K is closely coupled with the SOW Section 6 requirements for Engineering Unit plans to allow interested vendors to propose recommended Engineering Development plans and units, including enhancements to the minimum requirements captured in the SOW Section 6. These documents are for information and planning purposes and to allow industry the opportunity to verify reasonableness and feasibility of the requirements, as well as promote competition.� In addition to general comments to these documents, the Government is interested in feedback from industry related to: areas or items in the SOW or CDRL that could be reduced for cost or schedule savings with a reasonable reduction in the quality, reliability, and/or level of documentation of the hardware and software approach related to establishing plans and requirements for Engineering Development efforts, including the separate proposal section for enhanced Engineering Development activities through Attachment K approach related to government acceptance of Flight Unit hardware and software and the process to resolve any problems with these items after acceptance any other key approach specified in the SOW and CDRL This synopsis is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response. The Government may not respond to questions/concerns submitted. The Government will use this information to finalize the RFP as necessary.
