- THIS IS A SOURCES SOUGHT NOTICE ONLY Sources Sought Notice: This Sources Sought Notice is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this is marked as proprietary will be handled accordingly. The purpose of this notice is to obtain information on CVE VetBiz VERIFIED Service-Disabled Veteran Owned Small Businesses (SDVOSB) and Veteran Owned Small Businesses (VOSB), [listed in Vendor Information Pages (VIP)] and other Small Business (SB) interests, capabilities, and qualifications to determine if a set-aside is appropriate. Responses to this sources-sought announcement will be used by the Government to make an appropriate decision. Proposals are NOT being requested or accepted at this time. 585-21-115 Replace Boiler Plant: The Oscar G. Johnson VA Medical Center, 325 East H Street, Iron Mountain, MI, 49801 has a requirement for a Firm Fixed Price contract to provide Architectural and Engineering (A/E) Professional Services to develop schematic, design development, construction document drawings, cost estimates, and construction period services (CPS) for replacement of the existing boiler plant. Commissioning (Cx) will be performed by an independent third party. Coordination with the Cx Agent will be required during design and construction, as well as the inclusion of commissioning specifications in the contract documents. The proposed boiler plant replacement, approximately 7,000 sf new building, will include three boilers to allow for N+1 service to the Facility. Two of the boilers would be sized in the range of 15,000 lb/hr to 20,000 lb/hr. The third boiler (summer boiler) would be sized in the range of 5,000 lb/hr to 8,000 lb/hr. Design of the boiler plant and associated components will follow VA Guide Steam, Heating Hot Water, and Outside Distribution Systems Design Manual as well as applicable State of Michigan codes and regulations. Complete Project Logic Control (PLC) is required. Design Period of Performance is 357 calendar days following Notice to Proceed. Expected construction duration is approximately 24 months starting in 2024. NAICS code 541330 Engineering Services; Size Standard $16.5 million. The estimated magnitude of construction (not design) for this project is between $20,00,000.00 and $50,000,000.00. RESPONSE INFORMATION: The following information is requested in response to this Notice from interested firms. Interested SDVOSB, VOSB, and/or SB Firms must indicate their statement of intent to submit a proposal (SF 330) in response to a solicitation. via email only, to Contracting Officer Anne Vossler at anne.vossler@va.gov. by May 3, 2022, at 4:00pm CT. Company name, address, point of contact, phone number, DUNS number, and business status. Identify self-performance, any Teaming Agreement or Arrangement, and/or intention of subcontracting. Clear evidence of your Firm s experience in A/E Services in relation to VA Boiler Plant Replacement Design and CPS. When providing evidence of your Firm s experience, provide description of projects and contracts similar in scope, size, and complexity successfully completed by your Firm, include total dollar amounts of those completed projects/contracts, and telephone numbers for points of contacts for those projects (no photographs or drawings are needed at this time). Responses should be for recent (within 5 years) experience. Specifically looking for specialized experience and technical competence in VA Boiler Plant replacement, professional qualifications, capacity to accomplish work in the required time. Evidence of your Firm s ability to perform 50% of the requirement IAW 52.219-14 Limitations on Subcontracting Clause. All information must be submitted in sufficient detail for a decision to be made on the availability of interested SDVOSB, VOSB or SB concerns. Prime contractor should have registered architect and engineers as members of firm or team. Failure to submit all information requested will result in a contractor not being considered as an interested SDVOSB, VOSB or SB concern. If adequate interest is not received this action will not be set-aside. Total submittal shall be no longer than 15 pages in one .pdf file or word document. Responses are required to be sent via email to anne.vossler@va.gov no later than May 3, 2022, 4:00pm CT. Firms must be registered in the System for Award Management (SAM). Interested Firms can register at https://www.sam.gov/content/home. SDVOSB and VOSB firms must be CVE registered/verified by the Center for Veteran Enterprises (CVE) under NAICS 541330. The area of consideration is RESTRICTED to a 250-mile radius of the Oscar G. Johnson VAMC, 325 East H Street, Iron Mountain, MI, 49801, in which either the A/E Firm s Primary or already established Auxiliary/Satellite Office must be located. Note: The 250-mile radius will be measured by one or more of the nationally recognized commercial free on-line mapping services from the Primary or already established Auxiliary/Satellite Office Address to the above VA address (shortest driving distance option). In-order to use the address of an already established Auxiliary/Satellite Office, the A/E Firm must have employees of their firm who are currently (before and at the time of SF330 submission) physically located at the Auxiliary/Satellite Office (a home of an employee does not meet the requirement of an Auxiliary/Satellite Office) and are on the A/E s Payroll not employees of an actual or proposed subcontractor or on the payroll of an actual or proposed subcontractor. NOTE THAT THIS IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT IS SEEKING INFORMATION FOR MARKET RESEARCH PURPOSES ONLY.
