Point of Contract:� Vincent Lynch, Contracting Officer, ph(202) 366-9568 Title: �Traffic Safety Professionals Training on Older Road User Safety� Description(s): The National Highway Traffic Safety Administration (NHTSA) is issuing this Sources Sought Notice to identify potential qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns that may be interested in and capable of performing the work described herein to provide a valuable and applicable web-based training for law enforcement officers (LEOs) and State Driver Licensing Agency (SDLA) and other traffic safety professionals regarding older driver safety including counter staff and examiners who are more likely to engage with this population. � NHTSA welcomes all qualified certified Small Business concerns with the appropriate NAICS Code and past experience to submit their Corporate Capability Statements that demonstrate their ability to successfully accomplish the goals of the proposed project as listed below.� Special consideration will be afforded to government-wide initiatives calling for less redundancy through Category Management and annual increases to Best-In-Class (BIC) & Spend Under Management (SUM) goals for the Department of Transportation.� Prior to consideration of soliciting on the open market, the government will conduct market research to identify those qualified small businesses on GSA Multiple Award Schedule (MAS) and other GSA Schedule holding contractors. �NHTSA may; however later on issue a Request for Proposals (RFP).� However, should such a requirement fail to materialize, no basis for claims against NHTSA shall arise as a result of a response to this notice. BACKGROUND: The National Highway Traffic Safety Administration�s (NHTSA) mission is to save lives, prevent injuries, and reduce traffic-related health care and other economic costs.� The agency develops, promotes, and implements effective educational, engineering, and enforcement programs with the goal of ending vehicle crash tragedies and reducing economic costs associated with vehicle use and highway travel.� Roadway safety is important for all especially one of the most vulnerable populations of road users -- older drivers. In 2019, there were 54.1 million people who were over the age of 65. That is 16% of the United States population1. In addition, in the year 2019 there were 7,214 people 65 and older killed in traffic crashes in the United States accounting for 20 percent of all traffic fatalities.1 Many of the older adults in the United States are still behind the wheel. It is more important for those who work directly with older drivers to know of the physical, visual and cognitive changes that may affect an older adult�s driving ability and crash risk that are associated with aging, medication or even diagnosis2. Among those traffic safety professionals, law enforcement officers (LEOs) and State Driver Licensing Agency (SDLA) staff including counter staff and examiners are more likely to engage with this population. As stated in the Uniform Guidelines Number 13 section III and IV, it is best practice to get law enforcement officers and SDLA staff including counter staff appropriate training to identify medically at-risk drivers and the referral of those for medical review. LEOs play an integral part in the communities they serve to help ensure safety. LEOs must be able to analyze cues when conducting any traffic encounter. Older drivers may present various cues that are important for law enforcement to recognize. Understanding these cues will assist the LEO in assessing the safe mobility needs of the older driver. Also, the LEO must know through dialog and visual cues if the person will require further evaluation of driving mobility. These crucial skillsets on how to understand and assess safety of a driver not based on age but on functionality will remain an increasing demand. LEOs are not the only group of traffic safety professionals that engage with older drivers. State Driver Licensing Agency staff engage, interact and screen older drivers daily. Especially, when an older driver comes in for a license renewal. Establishing a training specific to counter staff to increase their general knowledge on how physical, visual and cognitive changes that may affect an older adult�s driving ability that are associated with aging, medication or even diagnosis. Also, understanding how to assess the need for additional screening and self-limitation for medically at-risk drivers. These skillsets will help make assessment in determining a person�s fitness to drive more effective. Unfortunately, in all professions of traffic safety training can be a time constraint and costly. For some localities throughout the nation deploying an in-person workshop may pose even more difficulties. Today there is even more need for a training that can fit the busy schedules of traffic safety professionals. Deploying a self-guided web-based training with modules that are specific to LEOs and SDLA staff and general topics on Older Drivers that all traffic safety professionals would be beneficial. To accomplish this, NHTSA will develop and deploy course content suitable for all States (including United States Territories) on older driver safety, regardless of individual laws and referral processes, incorporates the latest on research, resources and guidance from ongoing national and state projects and allows States to review promising approaches to apply to their State specific issues and approaches. This course will also address equity as it pertains to older drivers, LEOs, mobility, licensing, transportation access and resources. At the end of each module there will be a short case scenario to test the objectives learned. OBJECTIVE: The goal of this project is to provide a valuable and applicable web-based training for LEOs, SDLA staff and traffic safety professionals regarding older driver safety. This course shall provide continuing education credit for LEOs. This web-based training course could be used at police academies, SDLAs trainings and other professional trainings for Traffic Safety Professionals. (see attached draft Sow) Format of Corporate Capabilities Statement: Any interested qualified Small Business (SB), Small Disadvantaged Business (SDB), 8(a) Certified SDB, HUBZone SB, VOSB, SDVOSB, or WOSB concerns should submit their Corporate Capability Statement, which demonstrates the firm�s ability and past experience in no more than 10 pages to perform the key requirements described above to the identified NHTSA point of contact listed herein. � Any proprietary information should be marked as such. All respondents are asked to certify the type and size of their business organization is in-line with the requirements of this Sources Sought Notice, and must be received no later than 10 calendar days from the date of publication or by the closing date of this notice.
