Description
Sources Sought is amended to add more details into project description.� In addition, some maps are inserted as attachment.� As a result of this amendment, the due date has been extended until 1 May 2022.� This is a Sources Sought/Request for Information only.� This is not a Solicitation Announcement, nor is it a Request for Proposal.� This request does not obligate the Government in any contract award.� The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for civil works construction.� The result of this market research will contribute to determining the method of procurement.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990�� Dredging and Surface Cleanup Activities.� The Product Service Code is Y1PZ- Construction of Other Non-Building Facilities. �In accordance with FAR 36.204, Disclosure of the Magnitude of the Construction Project is $1M-$5M. Statement of Work Lower Dissolved Oxygen Pipe Stabilization The purpose of this project is to stabilize the discharge pipes at the Downriver Dissolved Oxygen Plant located on the Savannah (Front) River and Back River on Hutchinson Island in Savannah, Ga.� The project will consist of complete burial of the discharge pipes by replacing sediment (lost due to scour) from areas under and near the existing discharge pipes with in-situ material.� Satisfactory fill material is available in Dredged Material Containment Areas 2A or 13A. Side dumping will not be permitted and fall velocity must be reduced. The contractor will be responsible for all surveys for the purposes of measuring cut and fill volumes to include hydrographic surveys.� Minimum grades must be achieved.� The contractor should assume 50% material loss (by weight) due to sediment transport from the work area due to river currents.� Misplaced material (not in template) will not be paid for.� The government has estimated approximately 2,300 cubic yards of fill will be required in the front river and 2,300 cubic yards of fill in the back river to meet the template.� The fill will be placed in the wet adjacent to a deep draft navigation channel of the Savannah (Front) River and the Back River.� Care must be taken to ensure existing discharge pipes and diffusers are not damaged. Access to Back River work location:� two possible routes are available to the Back River Work Location. The first would be through the marsh from the Dissolved Oxygen Facility Access Road. Using this route might entail environmental permitting requirements should the contractors chosen method permanently alter the existing marsh. The second route would be via water which would have height and width restrictions due to low bridges and a railroad trestle.� If your organization has the potential capacity to perform these services, please submit the following to the Point of Contacts (POC) information listed below: Name and Address of your Firm Point of Contact (name/phone/email) Company website Unique Entity Identifier (UEI) Commercial and Government Entity (CAGE) code (http://www.dlis.dla.mil/cage_welcome.asp) Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business.� The Government must be able to verify SBA certification of HUBZone, 8(a), and SDB via the System for Award Management (SAM) (http://www.sam.gov/) Bonding capability for your firm in terms of single and aggregated bonding Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.� Please state if you have experience in marine engineering, performing heavy civil construction in a flood plain, or other work using barges and in river cofferdams.� If significant subcontracting (self-performance is less than 40%) or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party There is limited access to the Back River work site, what route and method would you intent to use to access this site to be able to fill the scour hole around the dissolved oxygen discharge pipe?
