- Description
- The Naval Air Systems Command (NAVAIR) intends to negotiate a Cost Plus Fixed Fee (CPFF) Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a five-year ordering period on a sole source basis with Lockheed Martin Rotary and Mission Systems (LM RMS) of Owego, NY. The IDIQ is for the procurement of supplies and services in support of the H-60 Helicopter Program, which includes all legacy aircraft and Foreign Military Sales (FMS) variants. This action is being negotiated and awarded on a sole source basis to LM RMS under the authority of a Justification and Approval (J&A) for Other Than Full and Open Competition, in accordance with FAR 6.302-1(a)(2)(iii), �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Specific performance requirements include, software support for upcoming MH-60R/S System Configurations, including the technical, management, and process support necessary to update and maintain MH-60R/S software, vendor software, maintenance-related software, laboratory support software, and Fleet Response Activity support services. Each order will have its own specific period of performance based on the requirement. The intended place of performance is the Contractor�s facility in �Owego, New York. Lockheed Martin Rotary and Mission Systems (LM RMS) is the sole designer, developer, and manufacturer of the MH-60R/S helicopter mission avionics suite, common cockpit, and all subsequent changes and improvements therein to the production aircraft. The Avionics Operational Program (AOP)�the software operating in the MH-60R/S mission computer�controls the operations, including the controls and displays of the helicopter (smart multi-functional displays (SMFD), Multi-Mode Radar (MMR), Flight Management Program (FMP), Data Fusion Program (DFP)), and interfaces with the algorithms residing in Electronic Support Measures (ESM) software. No other firm possess the required knowledge, experience, expertise, and proprietary technical and software data packages required to successfully fulfill these orders in a timely and cost effective manner. Responsible sources may submit a capability statement, which will be considered by the agency. Any statement must clearly demonstrate the capability to respond to this requirement without detriment to the H-60 Helicopter Program and must include personnel/resources specifically qualified to provide the supplies/services described. The capability statement must include the company�s approach to accomplish this effort in support of the H-60 Helicopter Program. This notice is not a request for proposals and does not imply or promise that the Government intends to award a contract vehicle as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice.
